Bihar Police Launch One-Time Traffic Challan Settlement Scheme With 50% Fine Waiver

State police urge vehicle owners to clear pending challans through Lok Adalat as Bihar also pushes awareness on cashless treatment scheme for road accident victims.

Patna: People having pending traffic challans can avail the benefit of “One Time Traffic Challan Settlement Scheme” under which they can get 50 per cent of relaxation in depositing challan fee.

The fine amount for paying the traffic challan will be taken up at Lok Adalat which will be held tomorrow (May 09) in every district of the state, Additional Director General of Police (ADG) (Traffic) Sudhanshu Kumar said and added that only 90 days old e-challans will be taken up at Lok Adalat.

The scheme will be effective for challans pending till March 31, 2026, he said adding that it will be in force till the end of the current financial year of 2026-27.

Quick, simple and hassle-free process has been made for the payment of challan where a person can deposit the fine amount either cash or through UPI, ADG said while asserting the people to keep their vehicles record clean and updated.

He appealed to the vehicle owners to seize the opportunity and get rid of the fine (outstanding traffic challans).

Besides, all the Deputy Superintendents of Police (DySP) (Traffic) will mandatorily be present in every district and actively participate in the disposal of traffic challans, Kumar said.

PM RAHAT YOJANA FOR ROAD ACCIDENT VICTIMS

Talking about central government’s ambitious scheme PM RAHAT (Prime Minister – Road Accident Victims’ Hospitalisation and Assured Treatment) Scheme, ADG Kumar said that the scheme was launched by the Prime Minister on February 13, 2026 aimed at providing immediate, cashless treatment to road accident victims within the “golden hour”.

“I want to draw people’s attention towards the fact that the adoption rate of the scheme is very low in Bihar, probably because of lack of awareness about it,” Kumar said while adding that the road accident victims, under the scheme, can avail the facility of getting cashless treatment of upto Rs 1.5 lakh.

The coverage will be available for the first seven days from the date of the accident, he said and added that the victim will have to be admitted within 24 hours of the accident in a designated hospitals covered under Ayush Bharat PM Jan Arogya Yojana.

If the victim is hospitalised in a non-designated hospital, he/she will be stabilised first and then, he/she will be sent to a designated hospital, ADG said adding that the main objective of the scheme is to institutionalise the “golden hour emergency care” in cashless mode for the road accident victims.

The scheme is applicable to all road users (pedestrians, passengers, drivers) involved in accidents on any road- national highways, state roads, and city streets, he said and added that there are platforms like eDAR (Electronic Detailed Accident Report) and TMS (Transaction Management System) for smooth, digital claim processing.

First of all, the 112 will be informed about the road accidents which will guide them about the nearest hospital and also inform police in this regard besides informing police about the accidents.

VEHCILE INVOLVED IN AN ACCIDENT BE RETURNED WITHIN 24 HRS  AFTER MVI REPORT

Keeping in mind the problems being faced by owners whose vehicles have met with accidents, ADG said that the vehicle owners have a tough time in getting their vehicles released and hence a directive has been issued under section 136 of Motor Vehicle Act which incorporates the provision for the release of the vehicle within 24 hours after the completion of MVI (Motor Vehicle Inspection) report.

Stating that the vehicle owners do not have to approach court for the purpose, he said that all the Deputy Superintendents of Police (DySP) (Traffic) and Superintendents of Police (Traffic) have been given directives for compliance of the provision in order to ensure that vehicle owners do not face any problems in getting their vehicles released after MVI report.

A control room has been set up at Police Headquarters level to monitor it besides a number 9031829356 has also been issued for public where they can send whatsapp message, or make phone calls if they face any problem, ADG said.

Kumar appealed to the people to make the most of it and get their vehicles released after getting MVI report done.
