Patna : The Bihar Transport Department has directed district-level officials to ensure that driving licences, vehicle registration certificates and other citizen-facing services are delivered without unnecessary delays.
The directions were issued during a review meeting held through video conference on Tuesday, September 22, under the chairmanship of State Transport Commissioner Arif Ahsan. District Transport Officers (DTOs), Additional District Transport Officers (ADTOs), Motor Vehicle Inspectors (MVIs) and Enforcement Sub-Inspectors (ESIs) participated in the meeting.
The review was conducted on the directions of Transport Secretary Raj Kumar and covered the department’s public services as well as revenue collection.
2,339 Driving Licences And 3,731 Vehicle Registrations Daily
According to the department, Bihar is currently processing an average of 2,339 driving licences and 3,731 vehicle registrations every day.
The State Transport Commissioner directed officials to ensure that citizens do not face unnecessary delays in receiving driving licences and registration certificates.
District officials were also asked to review pending cases on a daily basis and ensure their early disposal.
Ahsan said the Transport Department has direct interaction with the public and that timely delivery of services should remain a priority for officials and staff.
Action Against Unregistered Vehicles
The department also directed officials to ensure that vehicles are not allowed to leave showrooms without registration.
Officials were instructed to take action if vehicles are found being operated without valid registration. All police stations are to be informed accordingly so that vehicles being operated without valid registration certificates can be impounded as per rules.
Revenue Collection Reviewed
The meeting also reviewed district-wise revenue collection against the prescribed targets.
The department reported collections of 46 per cent in Muzaffarpur, 45 per cent in Sheohar, 44 per cent in Motihari, 42 per cent each in Patna and Bhagalpur, and 40 per cent each in Purnia, Araria, Samastipur and Kishanganj against the respective targets.
Officials in some districts where revenue collection was below the prescribed targets were directed to issue show-cause notices to the concerned DTOs, ADTOs, MVIs and ESIs.
District-level officials were asked to regularly monitor revenue collection and take measures to achieve the assigned targets.
December 31 Deadline For Offline Vehicle Records
The department has also announced that backlog entry for vehicles registered through offline processes will not be allowed after December 31, 2026.
Vehicle owners whose registration records were created offline can apply for backlog entry before the deadline. They will need to submit documents including the registration certificate (Form 23), the vehicle owner’s Aadhaar card and other relevant vehicle documents at the concerned District Transport Office.
The backlog-entry process can be initiated through online or offline applications, according to the department. A related public notice issued earlier also set December 31, 2026, as the deadline for bringing eligible offline registration records into the system.
The department has warned that vehicles whose backlog entry is not completed by the deadline may be declared invalid.
Vehicle owners with old offline registration records are therefore required to complete the process before the December 31 deadline to ensure that their records are brought into the current registration system.
