Patna : The Bihar Transport Department has simplified the registration process for new vehicles by removing the requirement for a Type Approval Certificate (TAC), aiming to reduce administrative delays and help customers receive their cars sooner.
Transport Commissioner Arif Ahsan has issued a general order announcing the change and directed all District Transport Officers (DTOs) to implement the revised registration arrangements.
The move is expected to make vehicle deliveries more convenient for customers and ease the process for automobile dealerships across the state.
New Rule Aims To Reduce Week-Long Delays
Under the earlier procedure, vehicle manufacturers had to obtain type approval from the Transport Department headquarters before launching new models in Bihar.
The process required a Type Approval Certificate along with Form 22. The necessary trade certificate and registration-related permissions were then issued under the existing procedure.
This additional step reportedly delayed the registration of newly launched car models by up to a week on average, affecting delivery schedules at showrooms.
Vehicles could not be used for regular travel on public roads without the required registration, making timely completion of the process important for buyers and dealerships.
Dealerships To Apply Directly To DTO Offices
Following the change, dealerships can submit registration applications directly to the concerned DTO office under the revised arrangements.
According to Bhrigu Kumar, a member of the Bihar unit of the Federation of Automobile Dealers Associations (FADA), removing the Type Approval Certificate requirement will help dealerships complete the registration process more efficiently.
He said dealers would be able to register vehicles under the applicable rules and hand them over to customers without the delays associated with the earlier procedure.
Relief For Car Buyers And Dealers
The change is expected to benefit customers purchasing newly launched models, who previously faced additional waiting time while the required approvals were processed.
Dealerships are also expected to benefit from fewer administrative steps, making it easier to manage sales and delivery schedules.
However, removing the Type Approval Certificate requirement does not mean that vehicle registration has been abolished. Buyers and dealerships must continue to comply with applicable registration requirements and other legal provisions before vehicles are used on public roads.
DTOs Directed To Follow Revised Procedure
Transport Commissioner Arif Ahsan has instructed district transport authorities to implement the revised process.
The department’s decision aims to streamline new vehicle registration, reduce paperwork-related delays and improve the experience of customers purchasing cars in Bihar.
If the revised arrangements are implemented smoothly across districts, buyers could receive newly purchased vehicles sooner, while dealerships may be able to complete deliveries more efficiently.
