Patna: Vehicle fitness testing in Bihar is set to move to a fully automated system, as the state government accelerates the rollout of Automated Testing Stations (ATS) across its districts in a bid to curb corruption and improve road safety.
The transport department said machine-based fitness checks would replace the largely manual inspection system currently in place. In the first phase of the reform, ATS facilities have already begun operating in more than half a dozen districts, including the state capital, Patna. A second phase will see centres established in 27 additional districts.
Applications have been invited from companies and individuals through the central government’s online portal to set up the new stations. The deadline for submissions is March 16. Officials said the department aims to establish roughly 10 testing centres in each district, with private sector participation intended to ensure efficiency and reduce opportunities for malpractice.
Under the new system, vehicle inspections will be conducted entirely by automated equipment. Scientific testing will cover brakes, clutch systems, horns, headlights, speedometers, window glass and wipers, along with other technical parameters. Fitness certificates will be issued immediately after completion of the tests.
At present, most districts rely on manual inspections carried out by motor vehicle inspectors, a process critics say is vulnerable to human error and the issuance of fraudulent fitness certificates. Officials argue that automation will eliminate discretion in testing and improve compliance with national safety norms.
All ATS facilities will be equipped with CCTV cameras to monitor the testing process. The department said footage would enable oversight and swift action in cases of irregularities, helping to curb corruption and strengthen accountability.
Authorities also believe the new regime will make it easier to identify ageing and polluting vehicles, potentially reducing accidents and improving air quality. The government has said it intends to ensure that both commercial and private vehicles meet prescribed safety standards before being allowed on the road.
The 27 districts earmarked for new ATS centres include Munger, Jamui, Sheikhpura, Banka, Araria, Sheohar, Nawada, Saharsa, Kishanganj, Vaishali, Nalanda, Saran, Begusarai, Lakhisarai, Bettiah, Madhepura, Arwal, Khagaria, Aurangabad, Jehanabad, Sitamarhi, Katihar, Rohtas, Supaul, Samastipur, Siwan and Darbhanga.
