Patna: The Bihar Institute of Public Administration and Rural Development (BIPARD) has issued a clarification regarding reports about honorarium payments made to officers involved in its training programmes.
The institute described the reports as factually incomplete and misleading, saying they did not present its training arrangements and honorarium payment process in the full context.
BIPARD conducts training programmes for officers from different services and other trainees, covering administrative procedures, government rules, official processes and practical aspects of field administration.
Honorarium Based On Actual Training Sessions
According to BIPARD, experienced government officers, subject experts and, where required, non-government professionals are invited to conduct training sessions based on the subject and requirements of individual programmes.
The institute said honorarium is paid only for training sessions actually conducted by a trainer.
The applicable amount is determined according to prescribed rates and approved norms, along with factors such as the trainer’s eligibility, post or pay level and the number of sessions conducted.
BIPARD said payments are made through an online process based on the records and details of the relevant training programme.
No Provision For Extra Sessions
The institute said there is no provision for paying a trainer for sessions that were not conducted or for a number of sessions higher than those actually taken.
According to BIPARD, payment calculations are linked to the relevant training records and the number of sessions delivered by each trainer.
The institute said a large number of training programmes have been organised over the years, involving officers and experts as trainers on different occasions.
Training And Payment Records Available
BIPARD said detailed records of training programmes conducted between 2023 and 2025 are available with the institute.
These records contain details of the training programmes, sessions conducted by individual trainers and the corresponding honorarium payments.
The institute said the records can be used to verify which trainer conducted sessions in a particular programme and the amount payable and paid against those sessions.
Government Officers And External Experts
BIPARD said the experience of serving government officers is particularly useful for training on administrative procedures, government rules, financial and service provisions, field administration and governance.
Their practical experience allows trainees to understand how government systems operate and how rules are applied in real administrative situations.
The institute also engages non-government experts and professionals for subjects requiring specialised expertise, including personality development, communication skills and leadership.
BIPARD Says Prescribed Process Was Followed
The institute said training programmes and related honorarium payments are conducted according to prescribed rules, approved norms and institutional procedures.
It said training session details and payment records are maintained and payments are calculated according to actual sessions and applicable honorarium rates.
BIPARD further said a review of the available records and training-related details showed that the prescribed process was followed.
The institute said its records do not indicate any instance of an officer or trainer being paid for more sessions than those actually conducted.
Institute Reaffirms Transparency
BIPARD said the conclusions presented in the earlier report did not reflect the complete context of its training and honorarium payment system.
The institute reiterated that its training programmes are aimed at providing quality and practical training, while ensuring transparency and compliance with established procedures.
It said records relating to training sessions and payments are maintained as part of the institutional process and that it remains committed to following the prescribed norms.
