Patna: The Bihar Institute of Public Administration and Rural Development (BIPARD) has been awarded the ISO 9001:2015 certification, with Chief Minister Samrat Choudhary describing the recognition as a milestone in Bihar’s efforts to strengthen governance, transparency and public service delivery.
The certificate was presented on Monday the Chief Minister’s Residence in Patna. Tarun Swaroop, representing the ISO certifying agency, handed over the certificate to Dr B. Rajender, Director General of BIPARD.
BIPARD joins the institute’s Gaya campus and the state’s General Administration Department, which have also received ISO certification.
Recognition For Quality Standards
Congratulating the institute’s officers and staff, the Chief Minister said the certification reflected BIPARD’s commitment to quality-driven operations, transparency and robust administrative systems.
He said the international recognition demonstrated that Bihar’s public institutions were operating in line with globally accepted quality standards.
Focus On Capacity Building
Choudhary said BIPARD plays a central role in strengthening governance by providing training to administrative officers and government employees across Bihar.
He noted that training programmes are conducted throughout the year, with the institute remaining operational for all 365 days.
According to the Chief Minister, high-quality training contributes to improved administrative efficiency and supports the state’s broader objective of delivering good governance.

Expansion Of Training Facilities
The Chief Minister directed officials to expand the training capacity of BIPARD’s campuses in Patna and Gaya to meet future requirements.
He also called for greater adoption of modern technologies, management practices and administrative innovations to further improve the institute’s functioning.
Choudhary asked officials to prepare a phased action plan to strengthen training infrastructure, human resources, learning materials and academic programmes, with the aim of developing both campuses into centres of excellence for capacity building and public administration.
He said the state government remained committed to positioning Bihar among the country’s leading states in governance, transparency, accountability and public service delivery.
