BPSC AEDO Exam Scam: BARC Technical Assistant Arrested Over Rs 25 Lakh Deal, EOU Uncovers Wider Exam-Rigging Network

EOU alleges Roshan Kumar helped rig the examination using fake biometric IDs and an answer key; six people have been arrested so far.

Patna: The Bihar Police Economic Offences Unit (EOU) has arrested a technical assistant working at the Bhabha Atomic Research Centre (BARC) in connection with the alleged rigging of the Bihar Public Service Commission (BPSC) Assistant Education Development Officer (AEDO) recruitment examination held in April 2026.

The arrested accused, identified as Roshan Kumar, allegedly acted as a “setter” in the examination and entered into a Rs 25 lakh deal with the husband of a candidate to help her clear the test, according to the EOU.

The investigation has also uncovered an alleged network involving biometric personnel, operators, vendors, candidates and members of a solver gang.

How Roshan Kumar came under the EOU scanner

The BPSC had conducted the AEDO recruitment examination in April 2026. Following complaints of irregularities during the examination, the investigation was handed over to the EOU.

During the probe, investigators found links to Roshan Kumar, a resident of Kakariya village under the Noorsarai police station area of Nalanda district.

Roshan was appointed as a technical assistant at BARC in Mumbai in 2025 and was reportedly undergoing training at the time of his arrest.

The EOU subsequently formed a three-member Special Investigation Team (SIT) headed by an ASP. The team reached Mumbai on August 3 and arrested Roshan from the BARC centre in Trombay.

He was later brought to Patna for questioning, where investigators allegedly made several significant discoveries about the examination-rigging network.

Candidate caught with alleged ‘Answer Key’ at Nalanda centre

On April 17, 2026, the AEDO examination was being conducted at various centres across Bihar. One of the centres was PL Sahu High School in Sohsarai, Nalanda.

During the first shift, candidate Shweta Kumari, a resident of Kumhrar in Patna, was allegedly caught inside Room No. 25 along with biometric company employees Chandan Kumar and Rahul Kumar.

According to the EOU, Chandan and Rahul had allegedly approached Shweta with an answer key during the examination. The invigilator caught the three allegedly in the act and informed centre superintendent Jitendra Kumar.

An FIR was subsequently registered based on their statements.

The EOU claims that Roshan Kumar was present at the examination centre on the day of the test. Shweta’s husband, Kunal, was also reportedly present outside the centre.

Roshan allegedly posed as jammer company employee

According to investigators, Roshan allegedly concealed his identity at the examination centre by posing as an employee of a company responsible for installing jammers.

To avoid suspicion, he allegedly wore the company’s T-shirt while moving around the examination centre.

The EOU’s investigation indicates that an answer key had reached Roshan before the examination. Investigators are now trying to determine where the answer key came from and who supplied it to him.

The probe also led to the arrest of Brajesh Yadav, the city coordinator of a company supplying manpower to Jaipur-based Sai Educare Private Limited, which was involved in providing manpower for the biometric system. Brajesh is also a resident of Nalanda.

Rs 25 lakh deal allegedly made with candidate’s husband

According to the EOU, Roshan allegedly struck a Rs 25 lakh deal with Kunal, Shweta Kumari’s husband, to help her clear the AEDO examination.

Investigators claim that the alleged arrangement was made shortly after the BPSC issued Advertisement No. 87/2025 for the recruitment examination.

The EOU alleges that several people were involved in planning the operation, including biometric company supervisor Akash Kumar, Chandan Kumar, vendor Brajesh Kumar, district coordinators Saheb Kumar and Bablu Kumar, among others.

Following Roshan’s arrest, the EOU also arrested Akash Kumar, a resident of the Sohsarai area of Nalanda.

Fake identity cards allegedly used to enter examination centre

The investigation has revealed that, after the alleged deal with Kunal was finalised, Roshan allegedly involved his associate Chandan Kumar through Akash Kumar.

According to the EOU, with the alleged assistance of Brajesh Kumar and Saheb Kumar, a fake identity card was prepared in the name of biometric supervisor Chandan Kumar.

The investigators claim that Chandan entered the PL Sahu High School examination centre in place of Vishal Kumar, who had been assigned as the biometric supervisor through BPSC’s randomisation process.

A second alleged fake identity card was prepared for Rahul Kumar, allowing him to enter the centre as a biometric operator.

Answer key allegedly concealed in hologram slip

The EOU is also investigating how the alleged answer key was delivered to Shweta inside the examination centre.

According to the investigation, Roshan allegedly handed the answer key to Chandan, who subsequently passed it to Rahul. The answer key was allegedly concealed between hologram slips to take it inside the examination centre.

The investigators claim that Shweta was waiting in Room No. 25 when she received the material.

Chandan was himself a candidate in the AEDO examination, with his assigned examination centre reportedly located in Motihari. The EOU alleges that he had also made arrangements with biometric staff at his own examination centre.

Investigators further claim that a few days before the AEDO examination, Chandan travelled to Bhagalpur with members of his alleged network and attempted to arrange the use of Bluetooth devices to facilitate cheating for candidates.

According to the EOU, Chandan had allegedly been involved in arranging cheating in competitive examinations for the past four to five years.

The agency is also examining his alleged involvement in the Bihar Police Radio Operator examination held on June 28, 2026, as well as the prohibition-related examinations held on July 14 and July 18, 2026.

EOU links accused to alleged NEET, Amin and Jharkhand CGL exam scams

The investigation has also expanded beyond the AEDO examination.

The EOU said on Friday that Roshan and Akash allegedly worked together to rig the NEET UG 2023 examination, where a “solver” was allegedly made to appear in place of an actual candidate. The candidate reportedly cleared the examination, and investigators are now working to establish the identity of the candidate involved.

The duo are also accused of allegedly arranging cheating for two candidates in the Bihar Technical Service Commission’s Amin recruitment examination. According to the EOU, the two candidates had allegedly agreed to pay Rs 3.5 lakh each, amounting to Rs 7 lakh in total.

Investigators claim that the amount remained unpaid. The EOU alleges that Roshan, Akash and their associates subsequently plotted to kidnap the candidates to recover the outstanding money.

The agency has also found evidence allegedly linking the two accused to the Jharkhand CGL examination-rigging network.

Investigation uncovers wider network

The EOU said its investigation has identified links between the accused, biometric company personnel, examination centres, candidates and alleged solver gangs.

According to the agency, Akash Kumar allegedly had arrangements with more than four candidates in the AEDO examination.

Investigators have also found evidence of financial transactions allegedly connected with the examination-rigging operation. The money trail is currently being examined.

Roshan Kumar and Akash Kumar have been sent to judicial custody.

The EOU said that six people have so far been arrested in the case, including a candidate, biometric supervisor, biometric operator and a vendor associated with the biometric company.

The investigation into the alleged examination-rigging network is continuing.
