Patna: Chief Secretary Pratyaya Amrit has directed the Public Health Engineering Department (PHED) to ensure all defunct hand pumps across Bihar are repaired by June 15, 2026.
He issued the instruction during a high-level review meeting held via video conferencing with District Magistrates from all districts. Senior officials from multiple departments, including Food and Consumer Protection, PHED, and Revenue and Land Reforms, attended the meeting.
The Chief Secretary asked officials to execute the repair campaign in “mission mode” to ensure uninterrupted supply of clean drinking water during the summer season.
He also directed PHED to immediately strengthen manpower and prioritise South Bihar districts, citing concerns over declining groundwater levels in the region.
Executive Engineers have been instructed to take direct field charge, while daily progress reports will be submitted to the Principal Secretary of PHED, Rajesh Kumar.
Review of Farmer Registry Progress
The meeting also reviewed the progress of the Farmer Registry and PM-KISAN-related work under the Agriculture and Revenue Departments.
The Chief Secretary expressed concern over the pace of registrations, noting that out of a target of 86.36 lakh, only 51.58 lakh have been completed so far, around 60.2 per cent.
District Magistrates were directed to monitor pending applications at the Halka employee and Anchal Adhikari levels on a daily basis to ensure faster clearance.
Districts including Saran, Jamui, Siwan, and East Champaran, which are lagging in completion rates, were instructed to accelerate work on priority. Araria district was also asked to launch a special campaign due to high pendency levels.
Tight Vigil on India–Nepal Border Districts
The Chief Secretary instructed District Magistrates of all Bihar districts bordering Nepal to maintain heightened vigilance and administrative alertness.
He stressed coordinated monitoring between district administration and security agencies to prevent any untoward incidents in border areas.
Push for Gyan Bharatam Survey Completion
Reviewing the ongoing Gyan Bharatam survey, the Chief Secretary noted that the deadline of June 15, 2026, is approaching.
He directed districts to intensify efforts on a war footing to ensure full participation and completion of targets.
The Chief Secretary warned that no negligence or delay would be tolerated in the implementation of public welfare schemes and instructed officials to ensure measurable results on the ground rather than procedural compliance.
