Patna: The Economic Offences Unit (EOU) of Bihar has launched searches at four locations linked to Ruby Kumari, a District Programme Officer (DPO) in the Education Department, in connection with a disproportionate assets case.
EOU teams began simultaneous searches in Kishanganj and Katihar on Tuesday morning, November 3. Kumari is posted as a DPO under the Education Department’s Sarva Shiksha Abhiyan programme.
The searches are being conducted over allegations that she accumulated assets beyond her known sources of income. According to preliminary findings cited in the report, investigators suspect that her assets are around 80 per cent higher than her known income.
11 Land Purchases Reported Over Seven Years
The investigation has identified 11 separate land purchases in Katihar district between 2018 and 2025, spanning a period of seven years.
The agency is examining the documents related to these transactions to establish the source of funds used to acquire the properties and determine whether the purchases were consistent with her declared income.
Bank Accounts, Investments Under Scrutiny
During the searches, EOU officials are examining property documents, bank accounts, investments and records of other financial transactions.
Investigators are also assessing the difference between the officer’s known income and the assets allegedly acquired during the period under scrutiny. Documents relating to land purchases and sales are being examined as part of the process.
Searches Underway in Kishanganj and Katihar
The search operation was continuing in both districts at the time of reporting. The EOU has not yet released a detailed statement on the documents or assets recovered during the searches.
Further details are expected after the agency completes its examination of the records. The allegations remain subject to investigation.
