Patna: The Bihar government has cancelled the affiliation of four degree colleges in Saran and Siwan after an inquiry found that Jay Prakash University had granted affiliation without the mandatory approval of its Senate or Syndicate.
The Higher Education Department has directed Jay Prakash University (JP University), Chhapra, to transfer students enrolled in the affected colleges to nearby institutions so that their studies are not disrupted.
The decision affects three colleges in Saran district and one in Siwan district.
Four Colleges Lose Affiliation
The colleges whose affiliation has been cancelled are:
- RDM Degree College, Rathaur Tola, Chhapra
- Dr Bhushan Prasad Yadav Degree College, Mahmada, Saran
- Co-operative Degree College, Sakaddi (Kodh), Saran
- Baba Saheb Bhimrao Ambedkar Degree College, Barharia, Siwan
According to the Higher Education Department, the colleges were granted affiliation at different times in 2025.
Inquiry Found Procedural Violation
Shishir Kumar Mishra, deputy secretary in the Higher Education Department, informed the vice-chancellor of JP University about the decision in a letter.
The department said a three-member inquiry committee constituted to examine the matter found that the university had granted affiliation without obtaining approval from the Senate or Syndicate.
The department said such approval is mandatory before granting affiliation to a college. As the required recommendations were absent from the affiliation proposals, the government decided to withdraw the affiliations with immediate effect.
Students To Be Shifted To Nearby Colleges
The department has clarified that the cancellation will not affect the education of students already enrolled in the four colleges.
JP University has been directed to transfer the students to nearby colleges to ensure continuity of their studies.
The university will be responsible for making arrangements for the students’ admission to the alternative institutions.
The Higher Education Department has also directed the university to ensure that future affiliation proposals are submitted only after obtaining the required approval from the Senate or Syndicate.

The Senate is the highest policy-making and academic body in a university and deals with major academic and institutional matters.
The Syndicate is the university’s principal executive body. It oversees administrative matters, implements decisions and deals with financial and operational functions.
