Gaya: An inquiry by the Bihar Panchayati Raj Department has uncovered alleged financial irregularities worth approximately Rs 45–50 lakh in development schemes carried out in Dighaura Panchayat under Tikari block in Gaya district. According to the department, irregularities were found in nine of the ten schemes examined following a complaint supported by documents obtained under the Right to Information (RTI) Act.
The department has sought explanations from seven individuals in connection with the alleged irregularities. Further action is awaited.
RTI Application Triggered the Investigation
According to the complainant, Milan Yadav, son of a Panchayat Samiti member, concerns over the implementation of development schemes prompted him to seek information under the RTI Act.
He alleged that documents received through the RTI process indicated financial discrepancies in several projects. Based on the information, he requested an independent investigation into the implementation of ten development schemes in the panchayat.
Complaint Reached Panchayati Raj Department Headquarters
According to Milan Yadav, he approached the Panchayati Raj Department headquarters in Patna after he was dissatisfied with the response from the local administration.
The department subsequently deputed a special investigation team to examine the allegations in Dighaura Panchayat.
Probe Finds Irregularities in Nine Schemes
According to the investigation report, financial irregularities were detected in nine out of the ten schemes that were examined.
The report allegedly found that some projects existed only on paper, while government funds had already been withdrawn. It also stated that, in certain cases, payments were allegedly made multiple times for the same work from different budget heads.
According to the department, the estimated financial irregularities amount to around Rs 45–50 lakh.
Department Seeks Explanations From Seven Individuals
According to Milan Yadav, the investigation concluded that work had not been carried out in several schemes despite the withdrawal of government funds.
Following the inquiry, the Panchayati Raj Department sought explanations from seven individuals believed to be associated with the implementation of the schemes.
Officials said the investigation report has been submitted to the department’s headquarters for further action.
- Villagers Demand Further Action
Although the inquiry has been completed, villagers and the complainant have alleged that no punitive action has yet been initiated.
They have demanded that an FIR be registered against those found responsible, appropriate legal proceedings be initiated, and any misappropriated government funds be recovered.
The allegations and demands have been made by the complainant and local residents. Authorities have not publicly announced any final action in the case so far.
