Patna: Officer trainees of the 2025 batch of the Indian Administrative Service (IAS) visited a series of flagship urban infrastructure projects as part of a winter study tour designed to familiarise future administrators with the realities of city governance.
The visit was organised by the Bihar Urban Infrastructure Development Corporation (BUIDCO), which oversees several large-scale civic projects in the state capital. Officials briefed the trainees on ongoing schemes, planning strategies and the operational challenges of maintaining public infrastructure in a rapidly growing city. The session focused on how policy decisions translate into on-ground implementation.
The group began their tour at Buddha Smriti Park, one of the city’s prominent public spaces. Trainees examined how the park blends heritage, architecture and green design while functioning as a managed urban recreational area. Officials explained the site’s cultural and spiritual significance, as well as the administrative systems required to maintain such a high-footfall public facility.
At the Sewage Treatment Plant (STP) in Digha, the officers were introduced to the technical processes behind wastewater treatment and scientific waste management. Engineers demonstrated how sewage is processed and recycled, underlining the plant’s role in improving sanitation, conserving water and protecting the environment. The visit offered insight into the often unseen systems that underpin urban public health.
The tour concluded at the Integrated Command and Control Centre (ICCC) under the Smart City project. Here, trainees observed digital monitoring tools used to manage traffic, oversee drainage through SCADA-based systems and operate the city’s CCTV surveillance network. The technology-driven platform, officials said, enables faster response times and data-based decision-making in municipal administration.
Participants in the visit included Jaskaran Singh, Satish Kumar Tegta, Sanskriti Trivedi, Sai Kiran S., Pankaj Manohar Patle, Arpit Kumar, Arnav Anand Gupta, Anju, Abhishek Sharma and Rambhros Saran, accompanied by officials from BUIDCO and the Namami Gange project. The one-day tour aimed to equip the trainees with practical exposure to grassroots governance and the administrative complexities of managing modern urban infrastructure.
