Muzaffarpur: Bihar government has accelerated plans to develop a greenfield satellite township on 1,191 acres in Muzaffarpur as part of its broader initiative to establish 12 modern satellite townships across the state. Before land acquisition begins, authorities will conduct a door-to-door social impact assessment in accordance with legal requirements.
The proposed township is intended to support planned urban expansion, reduce pressure on existing urban centres and create self-reliant, environmentally sustainable townships equipped with modern civic infrastructure.
Social Impact Assessment to Begin
Vinay Kumar, Principal Secretary of the Urban Development and Housing Department, has directed all District Magistrates to begin the mandatory social impact assessment process.
As part of the exercise, survey teams will visit households likely to be affected by the project. The assessment will collect information on families, livelihoods, local resources, social conditions and the potential impact of the proposed land acquisition.
The findings will form the basis for further action under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
Land Acquisition to Follow Legal Process
Officials said land acquisition will commence only after the social impact assessment is completed and its findings are reviewed.
The assessment is intended to evaluate how the project may affect local communities and ensure that the acquisition process complies with statutory provisions relating to compensation, rehabilitation and resettlement.
Project to Be Financed Through Market Loans
According to the proposal, funding for land acquisition and township development will be arranged through market borrowings.
The loans are expected to be repaid through revenue generated from the sale and lease of commercial and developed plots, along with other charges associated with the township. Any borrowing from the market will require prior approval from the state government.
The proposal also allows for additional land acquisition in the future if expansion of the township or supporting infrastructure becomes necessary.
Villages Included in Proposed Core Area
The proposed Tirhut Greenfield Satellite Township will cover revenue villages in Muzaffarpur’s Kudhani and Marwan blocks.
The identified core area includes Arijpur, Makhdumpur Kodana, Borwara, Chak Harun, Marwan Khurd, Bishunpur Govind, Bhatouna, Khalilpur and Mansurpur Chamrua, among others.
Focus on Planned Urban Development
The state government expects the township to provide planned residential and commercial development alongside improved road connectivity and urban infrastructure.
Officials have said the project is also intended to generate employment opportunities and support long-term urban growth in the Muzaffarpur region while easing pressure on existing cities across Bihar.
