Patna: Bihar is set to embark on one of its most ambitious urban development initiatives, with the state government moving ahead with plans to develop 11 greenfield satellite townships modeled on modern metropolitan cities. The survey work for the project has been completed, and the process of appointing consultants is currently underway.
Among the proposed developments, the flagship project will be ‘Hariharnathpur’ in Sonepur, which is planned as Bihar’s first Aerocity. The project is expected to transform the region into a major aviation, commercial and tourism hub.
According to Saran MP and aviation expert Rajiv Pratap Rudy, the proposed greenfield airport in Sonepur will be among the largest in the country and will meet international standards. He said the airport is expected to be comparable in scale to Hyderabad’s airport and could become the third-largest greenfield airport in India.
The state government believes the satellite township initiative will significantly boost employment and attract private investment. Bihar Industries Association (BIA) President Ramlal Khetan said each township is expected to generate around 50,000 direct and indirect jobs, taking the total employment potential of all 11 townships to more than five lakh.
Urban Development Minister Nitish Mishra said the project is progressing rapidly. The government has floated tenders for consultant appointments, and the selection process is expected to be completed in June. Detailed master plans for all townships are targeted to be ready by October-November this year.
Patna-Sonepur Region to Emerge as International Urban Hub
Officials believe that ongoing bridge projects across the Ganga River will significantly improve connectivity between Patna and Sonepur, effectively integrating the two regions into a single urban cluster.
The proposed developments include five-star hotels, convention centres, logistics hubs, commercial districts, and riverfront infrastructure. The planned Hariharnath Corridor and riverfront development projects are expected to enhance the global profile of the historic Sonepur Mela and strengthen tourism in the region.
Integrated Model of Aerocity, Fintech City and Sports City
The state government is promoting the project as a first-of-its-kind development model in Bihar, combining an Aerocity, Fintech City and Sports City within a broader network of planned urban centres.
The townships are being strategically located near expressways, ring roads and major railway junctions to encourage investment in information technology, banking, logistics, hospitality and real estate sectors.
Industry representatives believe the initiative could usher in a new phase of economic growth for Bihar by attracting large-scale private investment and generating employment opportunities across multiple sectors.
Land Pooling Model to Benefit Farmers
To facilitate land acquisition, the government has adopted a land pooling model under which participating landowners will receive 55 percent of their developed land back after infrastructure development.
Officials estimate that land values in the proposed township areas could increase by 10 to 20 times following development. Farmers who choose not to participate in the land pooling scheme will be compensated at four times the prevailing market rate, according to the government’s proposal.
Pataliputra Township to Be Largest Project
The largest of the proposed developments will be the Pataliputra Township near Patna, spread across approximately 81,730 acres.
The mega township is planned to include a Fintech City, IT Park and an international sports village. Meanwhile, the Bihar Cabinet has already approved ₹1,302 crore for the development of the Sonepur Aerocity project, which is expected to emerge as a major centre for hospitality, logistics and commercial activity.
With planning activities accelerating and consultant appointments expected shortly, Bihar’s satellite township programme is being viewed as a major step towards reshaping the state’s urban and economic landscape over the coming decades.
