Bihar’s PhD Shake-Up: No More Copy-Paste As 10% Plagiarism Limit Kicks In

Bihar universities will follow stricter PhD research and thesis evaluation rules, including a 10% plagiarism threshold, external examiners and a six-month deadline for evaluation.

Patna: Bihar has introduced stricter rules for PhD research in universities, making compliance with national and international academic standards mandatory. The Chancellor’s Secretariat has directed vice-chancellors across the state to ensure that the revised provisions are implemented in doctoral programmes.

The changes have been incorporated into the Uniform Ordinance-2026, which overhauls the process of PhD thesis evaluation and introduces tighter requirements for research scholars and supervisors. The move is aimed at improving research quality and strengthening the credibility and acceptance of PhD degrees awarded by Bihar universities.

Six External Experts To Evaluate PhD Theses

Under the revised rules, the vice-chancellor will prepare a panel of six external experts for the thesis evaluation process. At least three experts must be professors from outside Bihar, while foreign examiners can also be included in the panel when required.

The new system is intended to make thesis evaluation more independent and rigorous. The thesis will be assessed by external experts, with the rules also providing for action if the required number of examiners reject the research work.

If two examiners reject a thesis, the research scholar’s registration may be cancelled under the revised provisions.

10% Plagiarism Limit For Theses

Academic integrity has also been given greater importance under the new rules. Research scholars will have to ensure that their thesis meets the prescribed plagiarism standards.

If more than 10% plagiarism is detected in a thesis, it will be returned to the research scholar for correction. The provision is intended to discourage copied material and encourage original academic research.

The rules also emphasise research ethics and the authenticity of research data, placing greater responsibility on scholars and their supervisors to maintain academic standards throughout the research process.

Six-Month Deadline For Thesis Evaluation

The revised framework sets a specific timeline for completing the thesis evaluation process. After a research scholar submits the thesis, its evaluation and subsequent interview must be completed within six months.

Universities will also have to send the thesis to examiners through digital means within 15 days of submission. The provision is intended to reduce delays in the evaluation process and ensure that doctoral research is completed within the prescribed timeframe.

Research scholars will also have to give a pre-PhD presentation at the departmental level as part of the research process.

Research Paper And Seminar Presentations Mandatory

The new rules introduce additional academic requirements for PhD scholars. Each research scholar must publish at least one research paper in a recognised journal during the doctoral programme.

Scholars will also have to present their research at two national or international seminars. These requirements are aimed at giving researchers greater exposure to academic discussion and encouraging them to disseminate their work beyond their universities.

Supervisors Could Also Face Action

The revised rules increase the accountability of PhD supervisors alongside research scholars. If a scholar is found responsible for violations of the prescribed academic or research standards, the research guide may also face action, depending on the circumstances and findings of the evaluation.

The provision is intended to ensure that supervisors maintain proper oversight of research work and help scholars follow academic and ethical requirements from the beginning of their doctoral programmes.

Focus On International Research Standards

An official from the Governor’s Secretariat said universities have been directed to ensure that PhD research is completed within the prescribed timeframe and follows recognised academic practices.

The changes are also being viewed as an effort to strengthen research and innovation in Bihar’s higher education system. Stricter external evaluation, plagiarism checks and mandatory research publications could help improve the quality and credibility of doctoral research produced by state universities.

Former vice-chancellor of Patna University and Nalanda Open University, Dr Ras Bihari Singh, said the initiative would help ensure that research work follows strong academic practices at national and international levels.

He also highlighted the importance of research ethics, particularly in preventing plagiarism and maintaining the authenticity of research data. According to him, research scholars need to be trained in ethical research practices from the early stages of their doctoral work.

What The New PhD Rules Mean

The revised framework brings together stricter plagiarism checks, external evaluation and fixed timelines for Bihar’s PhD programmes. Universities will have to maintain a six-member external expert panel, including at least three professors from outside the state, while foreign examiners may also be included where necessary.

Theses must be sent digitally to examiners within 15 days of submission, with evaluation and the subsequent interview completed within six months. A thesis found to have more than 10% plagiarism will be returned for correction, while rejection by two examiners can lead to cancellation of the research scholar’s registration.

With mandatory research publications, seminar presentations and greater accountability for supervisors, Bihar’s revised PhD framework is designed to make doctoral research more rigorous and improve the academic credibility of universities in the state.
