Patna: The Bihar government has approved an ambitious new development roadmap aimed at creating up to 10 million jobs and attracting Rs. 50 lakh crore in private investment over the next five years, as Chief Minister Nitish Kumar formally launched the third phase of his flagship “Seven Resolves” programme.
The decision was taken at a cabinet meeting chaired by Kumar on Tuesday, where ministers endorsed Seven Resolves 3 for the period 2025–2030. The programme builds on the earlier Seven Resolves (2015–20) and Seven Resolves 2 (2020–25), which the government says laid the foundations for improved infrastructure, public services and social welfare in the state.
- 🚀 Big push for jobs & growth: The Nitish Kumar government has unveiled Seven Resolves 3, aiming to create 1 crore (10 million) jobs and attract Rs. 50 trillion in investment over the next five years.
The focus is on long-term employment, higher incomes and faster economic growth. - 🧑💼 Youth, skills & employment in focus: A separate youth, employment and skill development department has been set up to fast-track training and job creation.
The goal is to double employment opportunities and raise per capita income. - 🏭 Industrial boost for Bihar: The plan targets large-scale industrialisation with high-level committees to support investors and entrepreneurs. Prosperous Industry, Strong Bihar, sets out plans to attract major private investment, including the formation of high-level committees chaired by the chief secretary to facilitate industrial projects and support entrepreneurs.
- Agriculture & rural prosperity: The fourth agriculture roadmap will be accelerated to increase farmers’ income.
Special emphasis will be placed on makhana production and processing, where Bihar has a natural advantage. - 🎓 Education reforms ahead: A new higher education department has been created to strengthen research and professional courses.
Old institutions will be developed as centres of excellence and a new education city is planned. - 🏥 Stronger healthcare system: Community health centres will be upgraded into specialist facilities, while district hospitals will offer super-speciality care.
Public–private partnerships will play a key role in improving services. - 🏙️ Urban development & governance: The roadmap promises modern planned cities, affordable housing for the urban poor and better civic amenities.
Technology and innovation will be used to make governance faster and more citizen-friendly.
Announcing the decision in a post on X, Kumar said the state had made steady progress since his first government took office in 2005 and that Seven Resolves 3 would carry forward that agenda. “After achieving the goals set under the first two phases, we have now decided to implement Seven Resolves 3 to place Bihar among the most developed states,” he said.
