Patna: The transport authorities in Patna have announced a new regulatory system for auto-rickshaws, increasing the number of zonal permits in the city to 22,000 and introducing QR codes on each vehicle to improve transparency and enforcement.
The decision was taken by the Regional Transport Authority (RTA), which said 19,800 auto-rickshaws will receive regular zonal permits while 2,200 will be issued as reserve permits. The move is expected to bring thousands of drivers into the legal framework of urban transport operations.
The announcement marks a significant shift for the city’s auto drivers, as the ban on issuing new urban permits—imposed in 2014—has now been lifted. Authorities said the revised system aims to regularise auto services and reduce illegal operations on city routes.
Under the new process, applications for permits will be submitted online. Drivers will be allowed to select three preferred routes within their zone, after which the RTA will finalise route allocations. Officials said applicants who already hold permits will be given priority during the selection process.
A key feature of the reform is the introduction of QR codes on every authorised auto-rickshaw. Instead of traditional paper permits, each vehicle will carry a QR code that can be scanned to display details such as the owner’s name, engine and chassis numbers, and the assigned route. Authorities say the system will help traffic police quickly identify vehicles operating outside their permitted routes.
Officials also believe the technology could help reduce vehicle theft and improve passenger safety, as travellers will be able to verify that the vehicle is registered and operating legally.
At present, many autos operating in the city run on rural permits or without proper urban documentation, leaving drivers vulnerable to penalties during traffic checks. With the introduction of the zonal permit system, officials say these drivers will be able to operate legally within the city.
