Patna Commissioner Orders Crackdown on Land, Sand, and Liquor Mafias; Vows Zero Tolerance on Law and Order

Patna: Patna Divisional Commissioner Chandrashekhar Singh and Inspector General of Police, Central Region, Jitendra Rana have asserted that there can be no compromise on law and order maintenance, directing officials to act swiftly and decisively against crime and illegal activities.

Addressing a meeting with district officers at the Commissioner’s office, they ordered immediate and strict action against the land mafia, sand mafia, and liquor mafia. Officials were asked to execute and monitor land dispute cases with highest priority and ensure continuous CCTV monitoring to curb crimes big and small.

Police presence around women’s colleges and educational institutions will be strengthened to instil fear among anti-social elements, while patrolling for morning walkers’ safety will continue. Officers were instructed to keep no-vending zones entirely vending-free and to register FIRs against repeat encroachers. Strict action was ordered against vehicles without number plates and those using black films.

Chandrashekhar said effective traffic management is essential on Bihar’s newly constructed world-class roads, directing punitive measures against overspeeding. Plans are underway to mark ten public places as no-vending zones, including Gandhi Maidan, City Center Mall, PNM Mall, Chitkohra Bridge, Station Road, JP Ganga Path, Sahdev Mahato Marg, Atal Path, areas near Visvesvaraya Bhavan, and Old Secretariat-Eco Park.

Focusing on JP Ganga Path, the Commissioner ordered strict enforcement to prevent vending from LCT Ghat to Sabhyata Dwar, where daily traffic jams due to illegal vendors challenge public convenience. Officers were told to keep the 300-metre parking stretch on the river side free from vendors and deploy dedicated patrolling teams to enforce this. Around 200 pre-fabricated shops will be constructed by Patna Smart City Limited on JP Ganga Path by July 31, with 500 shops allotted by August to facilitate organized vending.

The Commissioner highlighted the ongoing riverfront development project with parking, green belts, pathways, and vending zones from Digha to LCT Ghat, underlining that a 100-metre radius around Digha Rotary will remain a strict no-vending zone. He emphasised developing the southern end of JP Ganga Path into a green belt while ensuring zero vending there.

He added that under the Chief Minister’s Pragati Yatra announcement, the area from Digha to Sabhyata Dwar will be developed with a botanical garden, butterfly park, women’s market, walking and cycling tracks, holistic gardens, integrated park facilities, and plantation of 1 lakh trees, aiming to generate employment, enhance tourism, and protect the environment.

Officers were also directed to ensure smooth traffic and security along JP Ganga Path, operate the new multi-modal hub near Patna Junction efficiently, and maintain a 24×7 active administrative system to address public grievances with transparency and sensitivity. Chandrashekhar emphasised public satisfaction as the core outcome of administrative work.

On prohibition, Chandrashekhar directed frequent raids, arrests, and seizures, and strict legal action against those involved in illegal liquor trade. He called for mission-mode action to control crime, speedy investigation and trial of pending cases, and execution of non-bailable warrants.

Emphasising the need for strong coordination between administration, police, revenue, registration, mining, prohibition, and transport departments, Chandrashekhar said any laxity or negligence in public interest matters would not be tolerated. Officers were told to strengthen intelligence gathering against illegal mining and use drones and high-tech boats to curb it effectively.

“Public convenience, safety, and satisfaction are paramount,” Chandrashekhar said, adding that all officers must remain alert, responsive, and committed to upholding law and order across Patna division.

Patna: Forty parks in Patna are set to undergo major renovations to become models of water conservation and urban greenery under the Amrit 2.0 scheme. The Urban Development and Housing Department has selected these parks to not only enhance recreational spaces but also strengthen the city’s environmental infrastructure.
