
Patna: The Patna High Court has passed an important order regarding government job appointments in Bihar. The court said that only officers from the Bihar Revenue Service should be appointed to the post of Land Reforms Deputy Collector (LRDC) and similar positions. This decision came after a petition was filed by Vinay Kumar and 59 other revenue officers.
The officers said in their petition that according to the Bihar Revenue Service Rules of 2010, LRDC posts should go only to revenue officers after promotion. They also said that in 2010, the Bihar government had promised to give these posts temporarily to Bihar Administrative Service (BAS) officers only until eligible revenue officers were available. But despite this, the government appointed 101 BAS officers to LRDC posts in October 2024 and January 2025.
The petitioners argued that this was against the rules and also violated a Supreme Court decision. During the hearing, the lawyer for the Bihar government, Gyan Prakash Ojha, agreed that the LRDC post belongs to the revenue service officers. The court accepted this and gave the government three months to make the necessary changes.
Now, the Bihar government must appoint only eligible Bihar Revenue Service officers to the LRDC posts. Officers from the Bihar Administrative Service should be given only those posts that are meant for them. This decision is likely to impact future appointments and ensure fair promotion for revenue officials.
