Patna: Commuters planning to travel through central Patna on Monday may face traffic diversions and road closures as the district administration implements a special traffic plan for the Bankipur Assembly by-election vote counting. The counting process will begin at 8 am on the AN College campus, with traffic restrictions coming into effect from 5 am and remaining in place until counting concludes.

According to the district administration, the temporary restrictions are intended to facilitate security arrangements and ensure the smooth conduct of the counting process. General and commercial vehicles will face restrictions on several roads around Boring Road, Bailey Road, Rajapur Pul, Pataliputra and the AN College area.

What Roads Will Be Closed?

According to the administration, the road from Boring Road intersection to AN College will remain completely closed to general traffic throughout the counting process.

Vehicle movement will also be prohibited on the following stretches:

  • Mohini Mor to Sahdeo Mahto Marg
  • Pani Tanki Mor towards AN College

Officials said these routes will be reserved for election-related and administrative operations. Heavy security deployment is expected in the area, and commuters have been advised to use alternative routes.

Commercial Vehicles Also Face Restrictions

The traffic advisory also applies to commercial vehicles.

According to the traffic department, commercial vehicles will not be allowed on:

  • Rajapur Pul to Hartali Chowk
  • Bailey Road–Boring Road crossing
  • Pataliputra Golambar towards AN College and Pani Tanki

In addition, the road from Shivpuri Railway Crossing to Durga Mandir Mor near AN College will remain closed to general traffic.

Arrangements for Counting Agents and Candidates

The administration has made separate arrangements for counting agents participating in the election process.

According to officials, agents travelling by vehicle will be allowed to reach the rear entrance of AN College via Bailey Road, Hartali Chowk and Atal Path. After parking at designated locations, they will have to walk to the counting centre.

Parking for vehicles arriving from Kurji Mor and Patliputra Golambar has been arranged at the open ground near Sahyog Hospital.

Candidates’ vehicles will also face movement restrictions. Vehicles approaching from the Bailey Road–Boring Road side will be permitted only up to Tapasya Mor, while those arriving from the Kurji–Patliputra side will be allowed only up to Pani Tanki Mor. Beyond these points, candidates will have to proceed on foot.

Special Parking for Media Vehicles

According to the administration, outside broadcast (OB) vans of media organisations covering the vote counting will be parked at a designated roadside location outside the AN College campus.

Officials said no unauthorised vehicle will be allowed to enter the restricted security zone.

Administration Advises Commuters to Plan Ahead

The district administration has appealed to residents to avoid travelling through the AN College and Boring Road areas unless necessary.

Those who must travel have been advised to plan their journeys in advance, use alternative routes and follow directions issued by traffic police personnel. Officials said the measures are intended to minimise congestion and ensure smooth traffic management during the vote-counting process.

  • Bihar’s Women Voters: The Political Force Parties Can’t Ignore

Noted economist and Prime Minister’s adviser Shamika Ravi said women in Bihar have emerged as a powerful political constituency, with parties increasingly beholden to their support.
Speaking at a recent event in Patna on Sustainable Development Goals (SDGs), Ravi said, between 1990 and 2005, Bihar’s GDP growth rate remained stagnant. In 2005, no political party secured a majority, leading to six months of President’s Rule, during which no new policy was introduced. When elections were held again in October 2005, the results changed dramatically.
Ravi said the data showed that women voters in Bihar acted as agents of change — one of the reasons, she argued, why the state’s political class is now beholden to women voters.
