Patna: The Patna Municipal Corporation (PMC) has planned 15 integrated civic and commercial hubs across the city at an estimated cost of Rs 261.84 crore, with parking, vending and commercial facilities forming the core of the project.
The proposed hubs are intended to provide organised spaces for vendors while improving parking availability and making better use of municipal land. PMC is the civic body responsible for Patna’s urban infrastructure and public services.
Depending on land availability at each location, the hubs may include commercial complexes, parking facilities, vending zones, hotels, marriage halls and community halls.
Land Identified, Designs And DPRs Underway
PMC has started identifying land for the proposed projects, while designs and models are being prepared for different locations.
Detailed Project Reports (DPRs) are also being prepared for the individual projects. The civic body is also planning to raise funds through a Rs 200 crore municipal bond, with the remaining requirement proposed to be met through the Urban Challenge Fund.
The proposed investment will cover projects spread across PMC’s six administrative circles.
Parking And Vending Zone From Boring Road To Rajapur Bridge
One of the proposed projects is a parking and vending zone between Boring Road Chauraha and Rajapur Bridge.
The facility is intended to provide additional organised parking while creating designated spaces for vendors along the busy stretch.
PMC already operates permanent and temporary vending zones in parts of Patna, including the Rajapur Pul area, as part of its efforts to organise street vending.
Hotel At Sheikhpura Mor, Large Vending Zone At Beur
A hotel near Sheikhpura Mor is proposed under the plan, while a large G+4 vending zone near Beur Mor is also planned.
These projects are included among the proposals for the New Capital circle and are expected to form part of the wider commercial-space development programme.
Rs 51.61 Crore Plan For Patliputra Circle
The Patliputra circle has projects worth Rs 51.61 crore under the proposed plan.
These include a G+4 vending zone at Anta Ghat, the Boring Road-Rajapur Bridge parking and vending zone, a commercial complex at Rajapur and a ground-floor vending zone in Ward No. 1.
Rs 54.76 Crore Projects In New Capital Circle
The New Capital circle has a proposed allocation of Rs 54.76 crore.
A G+4 hotel is planned near Sheikhpura Mor, while another large G+4 vending zone is proposed near Beur Mor.
Kankarbagh To Get Multi-Storey Vending Zone
In the Kankarbagh circle, PMC plans to develop a G+4 vending zone near the fish market and tempo stand in Ward No. 34.
The proposed facility would be constructed on Housing Board land and has an estimated cost of Rs 18.24 crore.
Bankipore Gets Largest Allocation
The Bankipore circle has the largest proposed allocation at Rs 103.20 crore.
G+4 vending zones are planned at NIT Mor and Bahadurpur. A vending zone along with a marriage hall is proposed at Mussallahpur Hat, while another marriage hall is planned near Premchand Golambar.
Vending Zones And Community Hall In Azimabad
Under the Azimabad circle, projects worth Rs 23.74 crore have been proposed.
Ground-floor vending zones are planned near Danka and Gaighat. A G+4 vending zone-cum-community hall is also proposed near Meena Bazar.
Patna City To Get G+4 Vending Zone
In the Patna City circle, PMC plans a G+4 vending zone along the Guru Gobind Singh Link Path, from Sati Chauraha in Ward No. 62.
The proposed project has an estimated cost of Rs 10.28 crore and is planned on municipal land.
Vendors To Get Organised Spaces
A major objective of the project is to provide vendors with designated and organised spaces instead of allowing commercial activity to spill onto roads and footpaths.
The proposed hubs could also bring different facilities together at selected locations, including shops, parking and community infrastructure.
Focus On Parking And Encroachment
The project has been planned against the backdrop of parking shortages and encroachment-related pressure on busy roads and market areas.
PMC’s existing planning documents have also identified the shortage of commercial spaces, organised vending zones and proper parking management as longstanding urban issues.
The proposed hubs are therefore intended to combine commercial activity with organised parking and vending facilities at designated sites.

Revenue Model To Support Repayment
PMC is also planning to use revenue generated from the proposed facilities to support repayment of the municipal bond.
The plan envisages using rent from shops, marriage halls and parking facilities, along with other project-generated revenue, for repayment.
The proposed 15 hubs would therefore combine civic infrastructure with revenue-generating commercial facilities, subject to the projects being taken forward as planned.
