Patna: India’s National Commission for Protection of Child Rights (NCPCR) has raised serious concerns over reports that a minor was brought on stage during an election rally in Samastipur district, Bihar. The commission has issued a notice to the district’s magistrate, demanding a detailed report within three days.
The NCPCR said it was alerted to the incident through a news portal report, which indicated that the child had participated in political campaigning. The commission described the involvement of children in such activities as a violation of the Protection of Child Rights Act, 2005, warning that it could adversely affect their mental, physical, and social development.
The notice, issued by the NCPCR registrar, requires the district administration to outline any actions taken so far and whether any individuals or organisations have been held accountable. It also seeks details on measures being implemented to prevent similar incidents in the future.

According to preliminary reports from Samastipur officials, the district administration has launched an investigation. The district magistrate has instructed the local police station and the Child Protection Unit to submit their findings to the commission.
The NCPCR has also reviewed related video footage and news reports, noting that involving children in political rallies may constitute a serious crime under the Child Labour (Prohibition and Regulation) Act, 1986, and the Protection of Children from Sexual Offences Act (POCSO), 2012, particularly if the child is exposed to exploitation or inappropriate behaviour.
To ensure a thorough and impartial investigation, the commission has forwarded copies of its notice to the Bihar State Chief Secretary, the Bihar State Commission for Protection of Child Rights, and the Superintendent of Police of Samastipur.
In a statement, the NCPCR emphasised that using children as instruments of political, religious, or commercial propaganda is wholly unacceptable. Such practices endanger children and undermine their right to education and a safe, secure childhood.
