Gayaji: A two-day orientation programme for members of the Bihar Legislative Assembly will begin in Gaya on Saturday, July 11, with Vice President CP Radhakrishnan set to inaugurate the event. Organised jointly by the Bihar Legislative Assembly Secretariat, PRIDE (Lok Sabha) and BIPARD, the programme will feature seven technical sessions focused on legislative functioning and parliamentary practices.
MLAs started arriving in Gaya on Friday evening. Legislators from both the ruling alliance and the opposition are expected to participate in the programme.
Focus On Legislative Capacity Building
Bihar Legislative Assembly Speaker Dr Prem Kumar described the initiative as an important step towards strengthening the capacity of elected representatives. He said the programme would provide newly elected MLAs with a detailed understanding of parliamentary traditions, legislative procedures, parliamentary etiquette and issues of public interest.
According to the Speaker, the training is intended to help legislators raise public concerns more effectively during Assembly proceedings.
“This programme is a significant initiative for the capacity building of MLAs. The aim is to provide newly elected members with in-depth knowledge regarding parliamentary traditions, legislative procedures, parliamentary etiquette and subjects related to public interest. This will help MLAs bring people’s issues to the floor of the Assembly,” Dr Prem Kumar, Speaker, Bihar Legislative Assembly, said.
Senior Leaders To Attend
Several senior constitutional authorities and political leaders are expected to attend the inaugural session. These include Bihar Governor Syed Ata Hussain, Chief Minister Samrat Choudhary, Leader of Opposition Tejashwi Yadav, both Deputy Chief Ministers, Legislative Council Chairman Awadhesh Narayan Singh, Deputy Chairman Narendra Yadav and the Chairman of the Uttar Pradesh Legislative Council.
The Assembly Secretariat said all MLAs had been invited, and arrangements for accommodation, meals and logistics had been completed.
Sessions On Parliamentary Procedures
Experts from Parliament and legislative institutions will conduct sessions on parliamentary rules and procedures, members’ rights and responsibilities, the code of conduct, Question Hour, executive accountability, legislative and budgetary processes, privileges, parliamentary committees, protocol and the use of modern technology in legislative work.
Officials said the programme is designed to give legislators a comprehensive understanding of the parliamentary system and improve their effectiveness in legislative business.
First Such Programme In Gaya
The orientation programme is being held in Gaya for the first time. It will bring together MLAs, parliamentary experts and senior officials from Parliament and the Bihar Legislative Assembly for discussions on legislative functioning and governance.
Traffic Restrictions From 8 AM
The district administration has introduced special security and traffic arrangements for the event. Modified traffic regulations came into effect from 8 am on Saturday, and officials have appealed to the public to cooperate to ensure the programme is conducted smoothly.
