From foundation training for BPSC recruits to leadership development and rural governance programmes, BIPARD has emerged as Bihar's premier administrative training institute.

Patna/Gaya: With candidates selected through the 70th Bihar Public Service Commission (BPSC) examination beginning their training, attention has turned to the Bihar Institute of Public Administration and Rural Development (BIPARD) in Gaya—an institution widely regarded as the state’s equivalent of the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie.

Established to train Bihar’s civil servants and government officials, BIPARD has evolved into one of the state’s premier administrative academies, offering professional training that extends well beyond the classroom.

What Is BIPARD?

Located at Kushdihra, Pahadpur in Gaya district, the Bihar Institute of Public Administration and Rural Development (BIPARD) was established after the creation of Jharkhand to meet Bihar’s need for a dedicated administrative training institute.

Over the years, it has become the state’s principal centre for training officers recruited through various competitive examinations and government services.

Its campus includes smart classrooms, hostel accommodation, a sports complex, open grounds, a mess and modern training infrastructure, providing an integrated learning environment for trainees.

Why Is It Called Bihar’s LBSNAA?

BIPARD is often compared to the LBSNAA in Mussoorie, where IAS officers undergo foundational training, because of its role in preparing newly recruited officers for public administration.

Like the national academy, BIPARD combines classroom instruction with practical exposure, leadership development and field-oriented learning aimed at preparing officers for administrative responsibilities.

Who Receives Training?

The institute trains officials recruited through several government recruitment processes, including:

  • Officers selected through the Bihar Public Service Commission (BPSC)
  • Assistant Section Officers (ASOs) recruited through SSC
  • Public Sanitation and Waste Management Officers
  • Planning Assistants
  • Block Agriculture Officers
  • Block Horticulture Officers
  • Panchayati Raj representatives and officials from local bodies
  • Other government officers and employees

Thousands of officials undergo training at the institute every year.

What Happens During Foundation Training?

The first phase of training for newly recruited officers is known as Foundation Training.

During this period, trainees are introduced to:

  • Government rules and administrative procedures
  • File management and office processes
  • Law and order administration
  • Public service delivery
  • Practical aspects of field administration

Sessions are conducted by experienced serving and retired civil servants, police officers and subject experts, providing trainees with insights drawn from real administrative experience.

Training Beyond The Classroom

BIPARD’s curriculum also emphasises leadership and teamwork through outdoor activities.

Trainees participate in:

  • Trekking expeditions
  • Adventure camps
  • Visits to mountaineering institutes
  • Team-building exercises

The objective is to equip officers with practical decision-making skills and the confidence required for field assignments, alongside administrative knowledge.

Focus On Rural Governance And Social Development

In addition to civil service training, BIPARD regularly organises programmes on environmental awareness, governance and social development.

The institute has also conducted workshops in collaboration with organisations such as UNICEF and provides training to elected representatives of Panchayati Raj Institutions, supporting capacity-building at the grassroots level.

70th BPSC Candidates Begin Training

Among the newly inducted trainees is Dr Bijeta Kumari, a native of Hajipur, who secured Rank 1719 in the 70th BPSC examination and has been selected as a Rural Development Officer.

She is among the latest batch of recruits to begin foundation training at BIPARD, where Bihar’s future administrators are prepared for roles in governance, public service and rural development.
