Patna: Over 87% of Bihar’s registered voters have received their voter revision forms, according to the Election Commission, as part of the ongoing Special Intensive Revision (SIR) process to update electoral rolls ahead of the state assembly elections. Officials said that Booth Level Officers (BLOs) have completed their first phase of home visits, distributing about 6,86,17,932 forms to the total voter base of approximately 7,89,69,844 as of June 24.
The remaining voters, who are yet to be reached, include households found locked, migrants, travellers, and deceased individuals. Under the SIR campaign, BLOs will conduct three rounds of home visits to ensure maximum coverage, with the Commission emphasising its motto of ‘inclusion first’.
Partially filled forms are available for download on the ECI portal and app, and voters can upload the completed forms themselves. Additionally, 1,54,977 booth level agents appointed by political parties are assisting BLOs. The BJP has appointed 52,689 BLAs, RJD 47,504, JDU 34,669, and Congress 16,500, among others.
About 38 lakh filled and signed forms have already been received by BLOs. To ensure their names appear in the draft roll published on August 1, voters must submit their signed forms by July 25. Verification of forms has begun, with rapid scrutiny planned after August 2 when the draft roll is published. Claims and objections can be filed post-publication, and the final voter list will be released on September 30. Appeals can subsequently be made to the District Magistrate and Chief Electoral Officer.
Officials clarified that despite apprehensions, the process ensures every eligible voter is included. The Commission has urged voters to complete form submissions in time to avoid deletion due to non-verification, as only the signed enumeration form will be accepted for inclusion.
