
Patna: Twenty-nine Indian Administrative Service (IAS) officers from the Bihar cadre, including District Magistrates (DMs) from 16 districts, have been selected to undergo mandatory Phase-III training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie. The training programme is scheduled to run from 21 July to 16 August, and is part of the Government of India’s ongoing effort to enhance administrative capacity through structured mid-career training.
The General Administration Department has formally notified all selected officers of their participation in the course. Among those nominated are Suharsh Bhagat, Additional Executive Officer of the State Health Committee; Aman Sameer, DM of Saran; Prashant Kumar CH, Director of the Panchayati Raj Department; and Saavan Kumar, DM of Supaul. Several other senior bureaucrats currently serving in key administrative and district roles are also part of the list.
The Phase-III programme at LBSNAA is aimed at equipping officers with advanced policy, governance, and leadership skills at a mid-point in their careers. It includes sessions on public policy formulation, innovation in governance, and cross-sectoral learning, often featuring interactions with leading academics and policy practitioners.
This round of training comes at a time when Bihar’s civil administration is undergoing several reforms, including digitisation of services and decentralisation efforts at the grassroots. With a significant cohort of DMs participating, the state is expected to benefit from the subsequent infusion of upgraded skills and fresh perspectives in district governance.
