Bihar Assembly Elections 2025: Voting for 121 Seats in Phase One and 122 in Phase Two — Full Schedule Announced

The Election Commission of India has announced that Bihar will vote in two phases this November, with counting set for November 14 and the entire process concluding before November 16.

Patna/New Delhi: The Election Commission of India on Monday announced the detailed schedule for the Bihar Assembly Elections 2025, confirming that voting will take place in two phases — on November 6 and November 11 — with results to be declared on November 14.

In the first phase, polling will be held across 121 assembly constituencies, while the second phase will cover 122 constituencies, completing the state’s full tally of 243 assembly seats. The entire election process will conclude by November 16, 2025, just ahead of the current Assembly’s term ending on November 22.

Election Timetable Released

For the first phase, the gazette notification will be issued on October 10, with the last date for filing nominations set for October 17. Scrutiny of nominations will take place on October 18, and the last date for withdrawal is October 20. Polling for these constituencies will be conducted on November 6.

For the second phase, the notification will be released on October 13, nominations will close on October 20, and scrutiny will occur on October 21. The last date for withdrawal is October 23, and voting will be held on November 11. Counting for both phases is scheduled for November 14.

Focus on Fair and Transparent Elections

Chief Election Commissioner Gyanesh Kumar said the Commission has made extensive preparations to ensure that elections in Bihar are free, fair, and peaceful.

To enhance voter convenience and reduce crowding, the number of voters per polling station has been reduced from 1,500 to 1,200. Webcasting will be conducted at all polling stations, a first for Bihar, to allow real-time monitoring and ensure transparency.

Kumar added that the Special Intensive Revision (SIR) process — aimed at ensuring voter list accuracy — has been completed, addressing concerns raised by several political parties earlier this month.

Seventeen New Initiatives Introduced

For the first time, color photographs of candidates will appear on Electronic Voting Machines (EVMs) to prevent confusion among voters.

The Commission has also introduced 17 new practices in Bihar, which may later be implemented in other states. These include voter facilitation booths, mobile phone deposit zones inside polling premises, and enhanced accessibility measures for elderly and disabled voters.

Other innovations include the use of GPS-enabled vehicles for EVM transport, voter help desks at every booth, and improved sanitation facilities at polling centres.

From Pandemic Precautions to Poll Innovations

The Election Commission recalled the challenges of the 2020 Bihar Assembly elections, held amid the COVID-19 pandemic, when voting took place in three phases — on October 28, November 3, and November 7 — and results were declared on November 10.

That election was marked by strict safety protocols, limited physical campaigning, and widespread use of digital tools. In contrast, the 2025 elections will focus on technological upgrades and enhanced voter experience, officials said.

With the election dates now official, political activity in Bihar is set to intensify. The NDA, led by Chief Minister Nitish Kumar, and the Grand Alliance, headed by Tejashwi Prasad Yadav, are both in the final stages of finalising their seat-sharing formulas and candidate lists.

As Bihar heads to the polls in less than a month, the state’s political battleground is once again set for a contest between legacy, governance, and new-age voter engagement.
