Patna: The Election Commission of India (ECI) has declared the successful conduct of the Bihar Assembly Elections 2025, achieving a record voter turnout of 67.13% — the highest since 1951 — and reporting zero repolls or appeals across the state.
According to the Commission’s statement, the two-phase polling was held smoothly, with no repolls requested by any of the 2,616 candidates or 12 recognised political parties. The ECI also confirmed that there were no appeals filed during the Summary Revision of the Electoral Roll, covering 7.45 crore registered voters across 38 districts.

Counting arrangements have been finalised in all 243 assembly constituencies. Each constituency will have a Returning Officer, Counting Observer, and teams of supervisors, assistants, and micro-observers across 4,372 counting tables. Over 18,000 counting agents appointed by candidates will monitor the process.
The counting of votes will begin at 8 a.m. on November 14, with postal ballots counted first, followed by Electronic Voting Machines (EVMs) at 8:30 a.m. The Commission has mandated cross-verification between EVM records and Form 17C entries, with VVPAT slip counting in case of any discrepancy.
After the completion of EVM counting, a random verification of VVPAT slips from five polling stations per constituency will be conducted to ensure full transparency.
Final results will be published round-wise and constituency-wise on the ECI’s official results portal — https://results.eci.gov.in
. The Commission urged the public and media to rely only on official updates to avoid misinformation.
“The successful completion of the Bihar elections with zero repolls is a testament to the Commission’s commitment to free, fair, and transparent elections,” the ECI said in its release.
