Patna: A new government has taken charge in Bihar, and now the Bihar Assembly is ready to begin its five-day session from December 1 to December 5. On the first day of the session, Pro-tem Speaker Narendra Narayan Yadav will administer the oath to all the newly elected MLAs. This session is considered very important because, for the first time since 2010, the ruling party will have more than 200 members in the House, while the opposition will have only 38 members. Due to this big majority, the government is expected to pass its plans smoothly.
On the first day of the session, nominations for the post of Assembly Speaker will also take place. BJP leader Dr Prem Kumar will file his nomination in the afternoon. If more than one candidate submits a nomination, the election for the Speaker will be held on December 2. However, if he remains the only nominee, Dr Prem Kumar will be declared elected unopposed. The Speaker’s post is important because the person chosen will manage the discussions and maintain order in the House.
The activities of the next three days have also been planned. On December 3, there will be a joint session of both Houses of the Legislature in the Central Hall, where the Governor will deliver his address. On December 4, MLAs and MLCs will debate the Governor’s address, and the government will then give its official reply. On the last day, December 5, both Houses will present the Second Supplementary Bill and then the Appropriation Bill. After that, the winter session will come to an end.
This session will also introduce many new features and modern technology. Tablets have been installed at the seats of all MLAs so that they can ask questions and see documents without using paper. This is expected to reduce paper use almost completely. The step has been taken under the NeVA (National e-Vidhan Application) scheme to help make the Assembly fully digital. Many officials believe this is an important step toward modern and faster governance.
