Patna: Bihar has announced a major round of promotions for senior IAS officers, marking a significant reshuffle across the state’s administrative machinery. The government has issued a long list of officers who will move into higher responsibilities, making this one of the most extensive promotion exercises carried out recently.
According to the notification, 27 IAS officers have been promoted to the level of special secretary (Pay Level 13). This list includes district magistrates from several important districts. Among them are Bhagalpur DM Naval Kishore Chaudhary, Muzaffarpur DM Subrata Kumar Sen, Madhubani DM Anand Sharma, West Champaran DM Dharmendra Kumar, Banka DM Navdeep Shukla and Jamui DM Naveen. Senior department officials such as Shailaja Sharma from the Road Construction Department have also been elevated.
Along with this, the government has approved the promotion of 16 IAS officers to the rank of additional secretary (Pay Level 12). These promotions will take effect from 1 January 2026. Many of these officers are currently holding key positions in various districts and departments, which means the changes are expected to have a direct impact on administrative functioning.
Several top-level officers have also been moved to higher grades. Kosi Division Commissioner Rajesh Kumar has been promoted to the Higher Administrative Grade. Mayank Warvade, who serves as the Project Director of the Bihar Education Project, has also been promoted to the same grade from January 1. At the national level, Prime Minister’s Office joint secretary Sridhar Chiribolu has received a pro forma promotion to the post of principal secretary. In addition, Airports Authority of India chairman Vipin Kumar and CBSE chairman Rahul Singh have been promoted to the top pay scale (Pay Level 17), effective from January 2026.
