CM Nitish Kumar Launches Rs 26,000 Crore Plan to Transform Bihar into Industrial and Tech Hub

Patna: Bihar Chief Minister Nitish Kumar today convened a high-level review meeting of the state’s Industries Department at Sankalp in Patna, outlining an ambitious roadmap for industrial expansion and economic growth over the next five years.

During the meeting, Chief Secretary Pratyaya Amrit presented a comprehensive action plan detailing the state’s industrial trajectory over the past two decades, including major industrial units, the Bihar Industrial Investment Promotion Package 2025, and initiatives for entrepreneurship and self-employment. Officials also discussed the upcoming Bihar Industrial Resolution, aimed at fostering ease of doing business and accelerating industrial development.

He highlighted significant progress over the past 20 years: the number of industrial areas has more than doubled from 46 in 2005 to 94 in 2025, while industrial units grew from 1,674 to 3,500. Exports of industrial products have surged from Rs 25 crore to Rs 17,000 crore, micro, small, and medium-sized enterprises (MSMEs) increased from 72,000 to 3.5 million, and industries’ contribution to the state’s GSDP rose from 5.4% to over 21%.

“We have made considerable progress, but large-scale industrialisation remains essential for rapid economic growth and employment generation,” CM said. He outlined plans to attract investment through national and international investor conferences, with a target investment of Rs 50 lakh crore over five years.

Key initiatives include establishing five mega food parks, 10 industrial parks, and 100 MSME parks, training 700,000 people in industry-relevant skills, and setting up a Directorate of MSMEs and related centres in all districts. The government has already supported 44,073 entrepreneurs under the Chief Minister’s Entrepreneur Scheme, promoting local businesses and employment.

To position Bihar as a technology and industrial hub in eastern India, the state has formed top committees to oversee the development of a Defence Corridor, Semiconductor Manufacturing Park, Global Capability Centre, Mega Tech City, and FinTech City. Additional plans aim to expand opportunities in startups and new-age sectors for the state’s youth.

The Integrated Manufacturing Cluster in Dobhi, Gaya, spanning 1,700 acres, is progressing rapidly, with plans to replicate the model across 31 new industrial parks, including 10 sector-specific facilities such as textile and pharmaceutical parks, covering 14,036 acres across 29 districts. The state has earmarked Rs 26,000 crore for these industrial developments.

CM Nitish emphasised that Bihar now possesses the necessary infrastructure for industrial growth, including road, rail, and air connectivity, reliable power supply, and a stable law and order environment. “We will ensure our youth do not have to leave the state for employment,” he added.
