Patna: Senior officials of the Bihar government convened a high-level meeting on Thursday to review and strengthen disciplinary proceedings and procedural compliance across state departments.
The meeting, held at the Old Secretariat auditorium in Patna, was chaired by Chief Secretary Shri Pratyay Amrit and co-chaired by Director General-cum-Chief Inquiry Commissioner Shri Deepak Kumar Singh. Other attendees included Development Commissioner Shri Mihir Kumar Singh, Board of Revenue Chairperson Smt. Harjot Kaur Bamhra, Additional Chief Secretary Dr B. Rajender, and several senior government officials.
Discussions focused on ensuring adherence to correct procedures when instituting disciplinary action against state officers. Shri Deepak Kumar Singh highlighted the compilation of all circulars issued by the General Administration Department into a Master Circular, alongside a comprehensive guide referencing Article 311 of the Constitution and key judicial rulings. The resources are intended to provide officials with a clear framework for handling disciplinary cases.

The meeting addressed common procedural lapses, including the imposition of minor penalties without issuing a charge-sheet, seeking opinions on defence statements from inappropriate authorities, and combining multiple orders—such as punishment quantum and suspension treatment—into a single resolution. Officials were reminded that for Level-9 officers and above, consultation with the Bihar Public Service Commission is mandatory before finalising punishment orders.
The appointment of Presenting Officers also drew attention, particularly errors arising from appointments by authorities other than the Disciplinary Authority or appointments made by designation instead of by name.
Key areas for improvement identified during the session included accurate drafting of charge-sheets, careful consideration of defence representations, and timely regularisation of suspension periods to ensure penalties remain proportionate and effective.
Officials said the meeting aimed to strengthen institutional clarity and guarantee that disciplinary proceedings across Bihar are conducted fairly, transparently, and in accordance with legal requirements.
