New Delhi/Patna: Talkatora Stadium in Delhi is set to host the Bihar Development Summit 2026 on February 22, marking a major national gathering under the citizen-led Let’s Inspire Bihar (LIB) campaign. The summit aims to bring together policymakers, entrepreneurs, academics, and civil society actors to deliberate on strategies for transforming Bihar into a developed state by 2047, in alignment with India’s long-term development goals.
Founded in March 2021 by senior IPS officer Vikas Vaibhav, LIB has grown into one of India’s most expansive citizen-driven platforms for development. With a network of more than 350,000 volunteers across India, the movement focuses on education, equality, and entrepreneurship, promoting initiatives that encourage local self-employment, start-ups, and social innovation. Current projects include 600 start-ups and 30 free education centres serving over 2,000 children across 16 districts.
The Delhi summit follows a series of national-level events organised by LIB, including the Bihar @ 2047 Vision Conclave in Bengaluru and the Bihar Development Summit in Hyderabad, which together have expanded the campaign’s national footprint.

The inaugural session will feature cultural performances, a video retrospective of LIB’s four-year journey, and ceremonial lamp lighting. The summit will be inaugurated by the Union Minister of Textiles, Giriraj Singh, while Bihar’s Minister of Industries, Dilip Jaiswal, will attend as chief guest. Senior legislators and public representatives, including MPs and MLAs from Bihar, have been invited, alongside leaders of different faiths reflecting the campaign’s inclusive ethos.
Vikas Vaibhav will outline the campaign’s vision for an entrepreneurship-led development model and structured institutional strengthening across Bihar. Subsequent sessions will include panel discussions on education, entrepreneurship, social equality, and women’s leadership, bringing together educators, industrialists, start-up founders, and policymakers to explore actionable strategies for inclusive growth.
The summit will also feature participation from international representatives and industry leaders, highlighting LIB’s expanding engagement with the global Indian diaspora. Prominent corporate partners, including Aristo Pharma, Punjab National Bank, and Canara Bank, will be recognised for their contributions. Cultural performances and literary presentations are planned throughout the day to celebrate Bihar’s artistic heritage.
According to Rohit Kumar, national spokesperson for LIB, the summit represents a decisive moment in aligning public leadership, private enterprise, and citizen participation towards Bihar’s development, while Vinayak Ji, chief national spokesperson, described it as a consolidation of grassroots mobilisation and policy discourse. Organisers emphasised that the campaign is moving from awareness generation to institution-building and structured implementation across districts, with district-level participation central to creating sustainable employment ecosystems.
The Bihar Development Summit 2026 is seen as a key step in translating dialogue into measurable outcomes, reinforcing the campaign’s mission to integrate Bihar’s transformation into the broader vision of a developed India by 2047.
