Patna: Deputy Chief Minister and Home Minister Samrat Choudhary on Friday announced that around 60,000 recruitments will be made in the state Home Department over the next year, including 31,000 constables, as he outlined the government’s law-and-order roadmap while replying to a debate on cut motions on the Home Department’s budget demands in the state assembly.
Addressing legislators, Choudhary said Bihar has moved toward becoming free of Left-wing extremism and that a high-security jail will be constructed on a hill. He asserted that policing in the state functions independently and warned that “no criminal can escape,” adding that artificial intelligence–based systems will be introduced to extend public services to grassroots levels.
In a political swipe without naming the party directly, he criticised the Rashtriya Janata Dal’s past tenure, alleging that governance was once run from jails, while claiming that the current administration does not interfere in police functioning. He said the results are visible through increased arrests and action against corruption. The minister also remarked that law enforcement has become strong enough that even powerful figures “fall ill” after arrest and require hospitalization, contrasting this with their earlier public complaints against police while outside custody.
Presenting crime-related data, he said 386,380 accused persons were arrested in 2025. Senior police officers are holding public grievance hearings at police stations, and investigative agencies such as the CID, Special Vigilance Unit, Economic Offences Unit and Vigilance Bureau have been strengthened. He added that 133,000 cybercrime complaints were received, of which 54 percent resulted in ₹517 crore being frozen, with significant sums already returned to victims. He also noted that testimony had been recorded in 246,000 cases, which he said would help secure convictions. Opposition members, dissatisfied with his reply, staged a walkout.
Recruitment and infrastructure push
The minister said more than 35,000 posts have been filled in the past year, particularly in Bihar Police and the Home Guards, with key stages of selection completed. In 2025, advertisements were issued for 19,838 constable posts, while 15,000 Home Guard vacancies were announced and merit lists released. In January 2026, applications were completed for 64 Havaldar Clerk posts through the Bihar Police Subordinate Services Commission.
Crime ranking and statistics
Choudhary stated that Bihar’s crime indicators compare favourably nationwide, claiming the state ranks among the lowest in kidnapping for ransom, 35th in dacoity, 35th in crimes against women, 11th in murder, 35th in sexual harassment, 30th in rape and 23rd in POCSO cases.
Reaffirming leadership hierarchy, he stressed that Chief Minister Nitish Kumar remains the ultimate decision-maker in the government and that all major decisions are taken under his leadership.
Key announcements included deployment of “Police Didi” personnel for security in girls’ schools and colleges, establishment of a National Forensic Sciences University campus, priority in recruitment for Agniveers, creation of two battalions for industrial security, an AI-based fire alert system for early warning of fires, district-level anti-terror units, a new jail in Bhagalpur, community kitchens in police lines, schools within police campuses, and further strengthening of the Special Security Group with a bomb disposal squad.
