Patna: The Government of Bihar has introduced a new rule restricting its employees to a single attempt at competitive examinations during their tenure in service, in a move aimed at reducing disruptions in administrative functioning.
According to an order issued by the state’s Urban Development and Housing Department, the rule has come into immediate effect and applies to all government employees.
One attempt allowed, resignation required for more
Under the new guidelines, employees will be permitted to appear for a competitive examination only once while remaining in service. Those wishing to attempt examinations more than once will be required to resign from their current position.
The order also specifies that employees can appear for examinations only if the post they are applying for offers a higher pay level than their current role. Even in such cases, only a single attempt will be permitted.
Government cites administrative disruption
Officials said the decision was taken in response to concerns that employees frequently take leave to prepare for and sit competitive examinations, affecting departmental productivity and workflow.
The process of repeatedly issuing ‘No Objection Certificates’ (NOCs) for employees was also cited as an administrative challenge.

Shift from earlier policy
The move marks a departure from previous rules. Under provisions introduced in 2022, government employees in Bihar were allowed to appear for competitive examinations conducted by various commissions up to five times.
Earlier, employees were required to obtain departmental approval in the form of an NOC before appearing for such exams.
Aim to improve focus on service
The government said the new rule is intended to encourage employees to remain focused on their assigned duties and minimise interruptions in public service delivery.
Officials added that the policy seeks to strike a balance between career progression opportunities and the need for efficient governance.
