Patna: The Bihar government has initiated consultations for an Intelligent Traffic Management System (ITMS) aimed at building a technology-driven and safer traffic infrastructure across the state.
A high-level meeting organised by the Transport Department at Visvesvaraya Bhawan brought together 42 companies, including global firms, system integrators and AI-based technology providers, to discuss the framework of the project.
Focus On Technology-Driven Traffic Management
Officials said the proposed ITMS will use advanced technologies such as artificial intelligence, automatic number plate recognition (ANPR), adaptive traffic signalling and integrated command and control systems.
The project is expected to cover more than 500 key locations, including highways, major intersections, accident-prone zones and mining areas.
PPP Model Under Consideration
During the meeting, companies shared inputs on project design, technical specifications and implementation models.
The department sought suggestions on adopting a public-private partnership (PPP) and revenue-sharing framework, with an emphasis on ensuring long-term sustainability through a 10-year operation and maintenance model.

ANPR Cameras To Detect Violations
Transport secretary Raj Kumar said ANPR cameras will be installed at major junctions and high-risk locations to automatically detect traffic violations and issue e-challans.
The system aims to improve compliance with traffic rules and reduce road accidents.
Officials Highlight Importance
Development commissioner Mihir Kumar Singh said the initiative would mark a significant step towards modernising traffic management in Bihar.
He added that adopting technology-based systems would strengthen road safety and address challenges arising from rapid urbanisation and rising vehicle numbers.

Next Steps
Officials said a detailed request for proposal (RFP) will be issued after analysing suggestions received through the expression of interest (EOI) process.
The selected agency will be tasked with implementing the project in accordance with prescribed norms.
Senior officials, including representatives from the urban development department and traffic police, were present at the meeting.
