Bhagalpur/Patna: The Bihar government has unveiled detailed contours of the proposed Vikramsheela Greenfield Satellite Township in Bhagalpur, outlining its geographical spread, planning structure, and regulatory framework as part of a broader strategy to promote planned urbanisation across the state.
The project is designed along the now-standard “Special Area” and “Core Area” model being adopted in multiple cities, with a clear emphasis on scientific land use, infrastructure-led growth, and long-term urban sustainability.
Size And Planning Structure
The proposed township will be developed across two key zones:
- Special Area: This constitutes the larger planning region, spanning approximately 6,750 acres
- Core Area: The central, high-density urban zone will cover around 1,016 acres
The Core Area is intended to serve as the primary urban nucleus—housing commercial centres, institutional infrastructure, and key public services—while the Special Area will accommodate residential expansion, future infrastructure, and phased development.
Location And Development Potential
The selection of areas within Bhagalpur for inclusion in the Vikramsheela township has been guided by multiple strategic criteria:
- Proximity to major transport corridors, including key highways such as the Raxaul–Haldia corridor
- Connectivity to the Ganga riverfront and existing urban settlements
- Integration with regional road networks, including the Bhagalpur–Mokama–Patna route
- Availability of contiguous land parcels suitable for large-scale development
The planning framework aims to leverage Bhagalpur’s geographical advantage as a growing economic centre, particularly its connectivity and potential for logistics, trade, and urban expansion.
Blocks Covered Under The Township
The Vikramsheela township spans areas across key administrative blocks in Bhagalpur district, including:
- Sabour block
- Jagdishpur block
- Nathnagar block
- Sultanganj block
- Kahalgaon block
These blocks have been selected due to their proximity to the urban core of Bhagalpur and their potential for integrated development.
Villages Covered
The township encompasses dozens of revenue villages across these blocks, forming a contiguous planning region. While the final notified list includes detailed village-level demarcation, the project broadly covers over 50 villages within the identified Special and Core Areas.
This cluster-based approach ensures that development is not fragmented but instead follows a cohesive urban design.
Ban On Land Transactions And Construction
To safeguard the integrity of the planning process, the government has imposed strict restrictions across the notified area:
- Complete ban on sale, purchase, and transfer of land
- Prohibition on new construction activities
These restrictions will remain in effect until June 30, 2027, or until the final master plan is prepared, whichever comes earlier.
The objective is to prevent speculative land dealings and unregulated construction that could disrupt planned development.
Urban Development Model
The Vikramsheela township will follow a structured urban design approach, including:
- Wide roads and transport corridors
- Planned residential and commercial zones
- Integrated drainage and sewerage systems
- Public infrastructure such as schools, hospitals, and parks
- Green spaces and environmentally sustainable planning
The Core Area will function as the city’s economic and administrative centre, while the Special Area will support long-term expansion.

District authorities have been tasked with enforcing the restrictions and ensuring compliance. Any violations—particularly illegal construction or land transactions—will invite legal action.
At the same time, officials are expected to engage with local landowners and stakeholders to build consensus and facilitate smooth implementation.
