Darbhanga/Patna: Real Estate Regulatory Authority Bihar (RERA Bihar) has initiated action against 14 allegedly illegal real estate projects in Darbhanga and imposed restrictions on related property registrations and land mutations, officials said on Friday.
The announcement was made by Sanjay Kumar Singh during a review meeting at the Darbhanga Collectorate focused on implementation of the RERA Act, illegal plotting activities and protection of homebuyers’ interests.
RERA Warns Buyers to Verify Registration Status
Addressing officials during the meeting, Singh urged prospective buyers to verify whether a project is registered under RERA before purchasing any house, flat or plot.
He said:
- Registration under the RERA Act, 2016 is mandatory for land parcels exceeding 5,300 sq ft
- Apartment projects with more than eight units must also obtain RERA registration
- Buyers should avoid investing in unregistered projects
“The RERA Act was enacted specifically to safeguard the interests of flat and land buyers,” Singh said.
Registration And Mutation of Plots Suspended
The commissioner said RERA had identified 14 projects allegedly operating in violation of regulations.
According to officials:
- Action has been initiated against the identified projects
- Instructions have been issued to stop property registration linked to the projects
- Mutation of related plots has also been halted
Authorities said strict action would be taken against individuals or companies found violating provisions of the RERA Act.
Focus on Illegal Plotting and Multiple Registrations
During the meeting, officials also discussed complaints related to illegal plotting and repeated registrations involving the same land records.
RERA directed authorities to closely examine:
- Cases involving repeated registration of the same Khata and Khesra numbers
- Projects being marketed in the name of companies without proper verification
- Urban development projects lacking RERA approval
Officials were instructed to ensure that no planning or development work proceeds without checking a project’s registration status.
Municipal Bodies Told to Enforce Building Rules
The meeting also reviewed implementation of the Bihar Building Bye-laws, 2014, as amended in 2022.
Singh emphasised that urban development should not proceed in an unplanned manner and directed officials to ensure compliance with building regulations.
Key directives included:
- No residential construction without approved building plans
- Building approvals to be issued only by authorised municipal bodies
- No project clearance without completion of mandatory procedural requirements
Officials said planned development was essential for ensuring access to:
- Roads
- Drainage systems
- Electricity
- Parks and public amenities
District Administration Assures Action
Kaushal Kumar assured RERA officials that action would be taken against those violating the Act.
He said the district administration would ensure effective implementation of RERA regulations across Darbhanga district.
Singh also thanked the district administration for extending support to RERA’s enforcement activities in the region.
