Chief minister says Bihar aims to emerge as an AI hub as government pushes technology-driven governance, education and infrastructure reforms

Patna: Bihar Chief Minister Samrat Chaudhary on Saturday inaugurated the Bihar AI Summit 2026 at Urja Stadium in Patna, announcing that the state government would soon introduce a comprehensive Artificial Intelligence policy aimed at transforming Bihar into an emerging AI and technology hub.

Addressing policymakers, innovators, officials and industry representatives at the summit, the chief minister said Artificial Intelligence would play a central role in governance, public service delivery, policing and economic development in the coming years.

‘AI Will Become Part of Everyday Life’

Chaudhary said the rapid expansion of digital connectivity in India had laid the foundation for wider adoption of AI technologies.

Referring to the growth of mobile connectivity under Prime Minister Narendra Modi, he said nearly 1.2 billion people in India were now using mobile phones, making technology-driven governance increasingly accessible.

He said:

  • AI would become an integral part of everyday life
  • Government departments should maximise use of AI tools
  • Technology could improve transparency in implementation of welfare schemes
  • AI could help speed up grievance redressal systems

Strict Timeline for Grievance Redressal

The chief minister also outlined the government’s plans to integrate AI into the “Sahyog Shivirs” and the Sahyog Portal currently being rolled out across Bihar.

According to Chaudhary:

  • Citizens will be able to submit suggestions for Bihar’s development through the portal
  • AI tools could assist in tracking applications and complaints
  • Officials failing to act on public grievances within 30 days could face suspension on the 31st day

Bihar AI Policy and AI Hub Vision

Chaudhary said Bihar would continue organising AI-focused summits and consultations as part of its long-term technology roadmap.

He invited young professionals and innovators to contribute ideas towards making Bihar an AI hub.

The government, he said, was committed to:

  • Drafting a dedicated AI policy
  • Encouraging innovation and start-up ecosystems
  • Expanding digital governance systems
  • Integrating AI into policing and administration

Call to Bihari Diaspora to Return

The chief minister also appealed to members of the Bihari diaspora to contribute towards the state’s development.

He urged people working outside Bihar to either return to their “Janma-bhoomi” or continue supporting Bihar’s growth from wherever they reside.

According to Chaudhary, the government was working to create employment opportunities within the state to reduce migration.

Focus on Education and Infrastructure

The summit also featured announcements related to education and infrastructure development.

Chaudhary said:

  • Model schools would be established in all 534 blocks of Bihar
  • Ten model schools would be opened in Patna
  • Five model schools each would be developed in major municipal corporation cities including Gaya, Bhagalpur, Darbhanga and Muzaffarpur
  • Degree colleges would open in 211 blocks in July

He said the government wanted these schools to provide infrastructure and education standards capable of attracting even the children of ministers and officials.

Ganga Expressway and Power Push

The chief minister also announced that the proposed 125km Ganga Expressway project, estimated at around Rs 30,000 crore, would be completed within three years under the Public-Private Partnership model.

On energy infrastructure, he said Bihar aimed to achieve a power generation capacity of 20,000MW with support from the central government.

AI in Policing and Governance

Chaudhary said AI would also be increasingly integrated into policing systems and public administration.

He reiterated the government’s commitment to strict law enforcement, stating that action would be taken within 48 hours against criminals challenging police authority, irrespective of caste or religion.

Ministers, Innovators and Officials Attend Summit

The event was also addressed by:

  • Deputy CM Bijendra Prasad Yadav
  • Information Technology Minister Nitish Mishra
  • IT Secretary Abhay Kumar Singh

Senior bureaucrats, innovators, policy experts and industry representatives were also present at the summit.
