Patna: The process of appointing principals in Bihar’s constituent colleges is set to become more stringent, with the state introducing revised eligibility norms aimed at improving academic leadership and accountability in higher education institutions.
Under the new guidelines, candidates aspiring to become principals must possess at least 15 years of teaching experience. The directions have been issued by the Raj Bhavan Secretariat, which has instructed all universities to ensure strict compliance with the revised rules.
The Secretariat has also warned that any lapse in following the prescribed appointment process could invite action against the concerned vice-chancellors.
Reservation norms mandatory
The revised framework makes it compulsory for universities to follow the Bihar government’s reservation policy while appointing principals.
Authorities have clarified that reservation provisions must be applied throughout the selection process and that appointments should be made strictly in accordance with established rules and procedures.
Candidates with serious allegations ineligible
In a move aimed at strengthening transparency, candidates against whom serious allegations are pending will not be considered for appointment.
Universities will be required to verify the background, credentials and eligibility of applicants before finalising appointments.
UGC norms to guide appointments
The Raj Bhavan Secretariat has directed universities to conduct the entire appointment process in line with the guidelines issued by the organization .
Officials said adherence to UGC standards is mandatory to ensure uniformity and quality in higher education administration.
Five-year tenure with extension provision
The tenure of a principal has been fixed at five years under the revised guidelines.
However, principals demonstrating satisfactory performance may be granted one additional five-year term. Such an extension will be treated as a continuation of service based on merit and performance assessment.
Removal possible over proven misconduct
The new rules also provide for the removal of principals during their tenure if serious allegations are established against them.
This means that continuation in office will depend not only on tenure but also on professional conduct and administrative performance.
Interview marks and age limit defined
The selection process will include an interview carrying 20 marks.
The maximum age limit for appointment has been fixed at 60 years, making candidates above that age ineligible to participate in the selection process.
Three-member panel to make final selection
A three-member committee constituted by the respective university will oversee the selection of principals.
The committee will evaluate applicants on the basis of qualifications, teaching experience and interview performance before recommending candidates for appointment.
The revised norms are intended to ensure that Bihar’s colleges are led by experienced, qualified and accountable academic administrators capable of strengthening institutional governance and educational standards.
