Patna: Landowners in Bihar are showing increasing interest in selling their notified land for the state’s proposed Greenfield Satellite Township projects, with the Bihar State Housing Board receiving 367 applications so far for six of the 12 planned townships.
According to officials, the Housing Board conducts a preliminary scrutiny of each application within seven days of its receipt. If the value of the proposed land is up to Rs 100 crore, the proposal is forwarded to the respective District Magistrate (DM). Cases involving land valued above Rs 100 crore are referred to the Divisional Commissioner for further processing.
The District or Divisional Raiyati Land Purchase Committee then evaluates the land under the Bihar Raiyati Land Purchase Policy-2026, assessing its market rate, total value and other relevant aspects. After obtaining the landowner’s final written consent, the proposal is sent to the competent authority for approval.
Once the proposal is approved, the Bihar State Housing Board will make payment to the landowner within seven days. The sale deed will then be registered and the land transferred in favour of the Housing Board under the supervision of an authorised officer.
The government has exempted the entire land acquisition process from stamp duty and registration charges. To simplify the purchase procedure, the Urban Development and Housing Department has already issued a detailed Standard Operating Procedure (SOP).
Patliputra Township Attracts Maximum Interest
The proposed Patliputra Greenfield Satellite Township has received the highest response, accounting for 330 of the 367 applications submitted so far.
The Housing Board has received:
- 330 applications for the Patliputra Satellite Township in Patna district,
- 17 applications for the Saran Satellite Township,
- Six for the Magadh Satellite Township,
- Five each for the Kosi and Tirhut Satellite Townships, and
- Four applications for the Mithila Satellite Township.
The Patliputra Greenfield Satellite Township is the largest among the proposed projects, covering 274 revenue villages across nine blocks of Patna district, along with six wards of Punpun Nagar Panchayat.
The project includes the blocks of Daniyawan, Dhanarua, Fatuha, Masaurhi, Naubatpur, Patna Rural, Phulwari, Punpun and Sampatchak. Punpun has the highest number of notified revenue villages (85), followed by Fatuha (70), Naubatpur (49), Dhanarua (24), Masaurhi (14), Sampatchak (10), Daniyawan and Phulwari (eight each), and Patna Rural (six).
Restrictions Remain Until March 2027
The notified areas remain under restrictions on the sale, transfer, development and construction of land until March 30, 2027. However, under special provisions, landowners are permitted to sell their land to the state government for the township projects.
Landowners willing to sell their property are required to submit applications addressed to the Managing Director of the Bihar State Housing Board. Applications are being accepted from Monday to Friday at the board’s Samadhan Kendra headquarters.
Applicants must submit copies of the registered sale deed or land records (Khatiyan), Jamabandi receipt, Aadhaar card and their bank account details. Compensation will be transferred directly to the bank account provided in the application.
Higher Compensation for Rural Landowners
The Bihar government has announced an attractive compensation package to encourage voluntary land sales.
For urban land, landowners will receive either the prevailing market value or twice the Minimum Value Register (MVR) rate, whichever is applicable.
For rural land, compensation will be four times the market value or MVR, along with an additional 10 per cent incentive on the compensation amount.
The state government expects the compensation policy and simplified acquisition process to facilitate land procurement for the proposed satellite townships, which are aimed at supporting Bihar’s long-term urban expansion and planned development.
