Patna: The Bihar government has framed a new toll policy for state highways and bridges under its jurisdiction, introducing monthly pass options, revised toll rules for motorcycles and exemptions for agricultural vehicles and specified categories of road users.
According to the Road Construction Department, the policy is intended to make toll collection more transparent while providing relief to regular commuters and local residents. The new system is expected to be implemented after the necessary approvals.
Local Residents To Get Monthly Pass For Rs 250
Under the proposed policy, vehicle owners residing within a 20-kilometre radius of a state toll plaza will be eligible to obtain a monthly pass for Rs 250.
The pass will allow unlimited travel through the designated toll plaza for one month. The facility will be available only to vehicles registered at addresses within the specified local area.
State-Wide Pass Proposed For Frequent Travellers
The government has also proposed a state-wide monthly pass priced at Rs 2,500.
The pass will permit unlimited travel across all toll plazas on Bihar’s state highways for one month. Officials said the measure is expected to benefit frequent commuters, transport operators, traders and professionals who regularly travel across districts.
Revised Toll Rules For Motorcycles
For the first time, the policy introduces separate toll provisions for motorcycles.
Under the proposal, motorcycles will not be charged toll where no alternative route exists. If an alternative route is available, motorcyclists will be required to pay toll at 50% of the rate applicable to cars.
Agricultural Tractors Exempt
The policy provides a complete exemption from toll charges for tractors registered for agricultural use.
Officials clarified that the exemption will apply only to tractors used for farming activities. Commercially operated tractors will continue to be subject to toll charges.

Exemptions For Designated Categories
The proposed policy also exempts certain categories of vehicles from paying toll on state highways.
Following the model adopted by the National Highways Authority of India (NHAI), vehicles used by MLAs, MLCs and other designated categories will be exempt. The policy also introduces, for the first time, an exemption for the official vehicle of the Advocate General of Bihar.

According to the Road Construction Department, the revised policy seeks to simplify toll collection while ensuring adequate resources for the maintenance of the state’s road network.
Officials said the introduction of monthly passes and clearly defined exemption categories is intended to make the toll system more efficient and predictable for road users once the policy comes into effect.
