Could This Become Patna’s Next Urban Hub? Stakeholders Discuss Massive Satellite Township Plan

The Bihar government is seeking suggestions and objections on the proposed 81,730-acre township covering 273 villages across nine blocks around Patna.

Patna: Stakeholders from urban planning, industry, commerce, banking and local government discussed the draft Pataliputra Greenfield Satellite Township Development Plan 2047 at a consultation meeting in Patna on Saturday, with the Bihar government seeking suggestions and objections before finalising the proposed development framework.

The consultation was held at the Urja Auditorium under the Urban Development and Housing Department and was attended by senior government officials, municipal commissioners and representatives of professional and industry organisations.

Stakeholders review proposed development model

A detailed presentation on the proposed development model for the Pataliputra Greenfield Satellite Township was made during the meeting. Stakeholders subsequently shared suggestions on the proposed planning framework.

The meeting brought together officials from the Town and Regional Planning Organisation, municipal corporations and representatives of CREDAI Bihar, the Bihar Industries Association, Bihar Chamber of Commerce, member banks of the State Level Bankers’ Committee, the Institute of Town Planners India (ITPI), Indian Institute of Architects (IIA) and Institution of Engineers India (IEI).

Government promises direct dialogue with landowners

Urban development and housing minister Nitish Mishra said the department would continue consultations with stakeholders, including farmers and landowners whose properties fall within the proposed township.

“With the aim of making the scheme more comprehensive and participatory, the department has devised an extensive schedule for engaging with stakeholders, and the initial round of dialogue took place today,” Mishra said.

He said officials would directly reach out to farmers and landowners to explain various aspects of the proposed scheme and seek their views.

“Broad public participation and continuous dialogue form the foundation of the scheme’s success,” Mishra said, adding that direct discussions would be held particularly with landowners whose properties fall within the scheme.

He said the initiative would move forward with the participation and consent of landowners while taking their perspectives into account.

“This process of dialogue and consultation will continue in the future,” Mishra said.

Draft plan covers 273 villages

The proposed township covers approximately 81,730 acres across 273 villages in nine blocks — Punpun, Naubatpur, Masaurhi, Fatuha, Sampatchak, Patna Rural, Dhanrua, Daniyawan and Phulwari.

It also includes part of Naubatpur Nagar Panchayat and the entire Punpun Nagar Panchayat. A 3,008-acre core area comprising 19 villages in Punpun block has been proposed within the larger township area.

Landowners and communities central to planning

The government has emphasised the involvement of farmers, landowners and local communities in the development process.

The draft plan proposes mechanisms such as land pooling and land readjustment, along with other applicable land-management systems, to facilitate planned development. The government said the interests of small landowners, farmers and local communities would need to be considered in the process.

Where required, land acquisition could be undertaken in accordance with applicable laws or consensus-based arrangements.

Focus on integrated urban development

The proposed township is intended to help manage pressure on existing urban areas while creating opportunities for housing, employment, investment and business.

The development framework envisages coordinated planning of housing, employment, roads, public transport, education, healthcare, markets, parks, water supply, sewerage and drainage.

It also proposes Transit-Oriented Development, public transport, pedestrian and cycling infrastructure and mixed land use, alongside parks, green corridors, sports zones and preservation of water bodies.

Suggestions invited before plan is finalised

The Urban Development and Housing Department has published the draft development plan to invite suggestions and objections from the public and stakeholders.

The government said the consultation process would help incorporate stakeholder feedback into the final plan and shape the proposed township as a planned and sustainable extension of Patna.
