Patna: Bihar has taken a major step towards creating a planned urban extension for the state capital by releasing the draft Development Plan 2047 for the proposed Pataliputra Greenfield Satellite Township.
The Urban Development and Housing Department issued the draft notification on Saturday, beginning a 60-day public consultation during which citizens and stakeholders can submit objections and suggestions before the plan is finalised.
At the same time, the government has lifted the temporary restriction on the sale, purchase and transfer of land within the proposed special area.
But what exactly is the Pataliputra Greenfield Satellite Township, and what could it mean for Patna’s future?
What Is The Pataliputra Greenfield Satellite Township?
The proposed township is envisioned as a planned satellite city on the outskirts of Patna that will accommodate future population growth while reducing pressure on the existing urban core.
According to Urban Development and Housing Minister Nitish Mishra, the project is being planned under the vision of Development Plan 2047, with modern urban infrastructure to be developed through land pooling and land readjustment policies.
The proposal was approved during the 14th meeting of the Bihar Urban Planning and Development Board chaired by the Development Commissioner.
How Large Will The Township Be?
The notified special area will cover approximately 81,730 acres of land.
It includes:
- Punpun Nagar Panchayat
- Naubatpur Nagar Panchayat
- 273 revenue villages
The project will extend across nine blocks of Patna district:
- Punpun
- Fatuha
- Sampatchak
- Dhanrua
- Naubatpur
- Daniyawan
- Masaurhi
- Patna Rural
- Phulwari Sharif
Within this larger planning zone, the township’s core development area will span around 3,008 acres, covering 19 revenue villages.
How Will It Be Connected?
Connectivity is one of the project’s central features.
According to the draft plan, the township will be linked to the Bihta-Sarmera National Highway (NH-131G), also known as the Patna Ring Road, providing easier access to Patna City, Bihta, Fatuha and neighbouring areas.
The proposed Amas-Darbhanga Expressway (NH-119D) will also pass through the township, improving connectivity between North and South Bihar.
Rail connectivity is another key component.
The plan notes that:
- Danapur Junction lies close to the special area.
- Three railway stations and seven railway halts fall within the planning zone.
- A proposal has also been made to develop Jat Dumri Junction.
What Infrastructure Is Planned?
One of the largest economic projects proposed within the township is a Multi-Modal Logistics Park.
The logistics hub is planned over approximately 103–105 acres in Jaitiya Mauza in Fatuha.
The project is expected to include:
- Warehouses
- Cold storage facilities
- Multi-modal transport infrastructure
Officials say the logistics park is intended to strengthen supply chains while creating new trade and employment opportunities.
What Happens Next?
The draft Development Plan has been published in the official gazette, opening a 60-day consultation period.
During this period, residents, landowners and other stakeholders can submit objections and suggestions.
The Urban Development and Housing Department has said the final Development Plan 2047 will be prepared only after considering the feedback received, in accordance with the prescribed rules.

Urban Development and Housing Minister Nitish Mishra described the township as a key component of Bihar’s long-term urban development strategy.
According to the minister, the project aims to create a planned urban ecosystem featuring modern civic infrastructure, improved transport connectivity, environmentally conscious development and citizen-centric public amenities.
If implemented as proposed, the Pataliputra Greenfield Satellite Township would become one of Bihar’s largest planned urban development projects and play a significant role in shaping the future growth of the Patna metropolitan region.
