Patna: A National Lok Adalat will be held on September 12, 2026, to settle pending e-challans issued to vehicle owners in Bihar. Eligible cases will be resolved through mutual agreement under the One-Time Settlement Scheme 2026, which provides for relief on the applicable fine amount.
State Transport Commissioner Arif Ahsan has issued directions regarding the settlement process.
Only e-challans issued on or before May 31, 2026, will be eligible for settlement at the Lok Adalat.
Pre-Registration Made Mandatory
Vehicle owners seeking to settle their pending challans will have to complete pre-registration before the Lok Adalat.
The measure is intended to reduce waiting time at the venue and allow authorities to process cases more efficiently.
For e-challans issued at toll plazas, pending cases will be settled in the district where the concerned toll plaza is located.
Documents Required for Settlement
Vehicle owners seeking relief under the settlement scheme will have to carry the required documents to the Lok Adalat.
These include the token issued after registration, a photocopy of the challan, Aadhaar card and the vehicle’s Registration Certificate (RC), among other documents as required by the authorities.
District Transport Officer Priyanka Sinha said cases would be settled in accordance with the directions issued by the department and the competent authority.
She said the convenience of vehicle owners would be given due attention during the settlement process.
19,691 Challans Pending for Settlement
The Transport Department is expected to settle 19,691 pending challans through mutual agreement during the National Lok Adalat.
The settlement process is expected to facilitate the recovery of approximately Rs 28.46 crore in pending fines.
Between 2019 and May 2026, the department issued a total of 37,515 challans, involving fines amounting to around Rs 56.15 crore.
17,824 Vehicle Owners Have Already Paid
According to the department’s data, 17,824 vehicle owners have already paid their challan amounts, generating around Rs 27.69 crore in revenue.
However, 19,691 challans remain pending and have been identified for settlement through the National Lok Adalat.
Vehicle Owners Advised to Complete Registration
Transport authorities have urged eligible vehicle owners to complete the pre-registration process and keep the required documents ready before appearing at the Lok Adalat.
The initiative is aimed at providing eligible vehicle owners an opportunity to settle old e-challans while helping the department clear a substantial number of pending cases through a faster and mutually agreed process.
