Patna: The Bihar government is developing the Sankalp Portal to bring information on departmental work, government decisions, announcements and implementation progress onto a single digital platform.
The system is intended to provide a structured record of the progress of government programmes and allow senior officials to monitor whether decisions and commitments are being implemented. The Bihar government’s existing dashboard framework also tracks compliance related to Chief Minister’s review meetings, CM announcements and cabinet decisions.
100-Day Report Card To Be Tracked
One of the key components of the platform is the 100-day report card, which will allow the government to track progress against work undertaken during the initial 100-day period.
The Bihar government had earlier marked 100 days of the current administration on July 25, highlighting 2,476 development schemes worth Rs 11,464 crore that were inaugurated or had their foundation stones laid. The Sankalp system is intended to provide a digital mechanism for tracking such commitments and their implementation.
The report-card module will sit alongside other monitoring mechanisms, allowing departments to update information on schemes, achievements and action taken.
10 Windows For Key Government Work
The portal has been structured around 10 windows covering different areas of government monitoring. These include the 100-day report card, Bihar Gati projects, flagship greenfield projects, CM announcements and cabinet decisions.
The system is also designed to track development projects and other government commitments, giving officials a consolidated view of their status.
The broader Bihar e-Dashboard framework already includes separate mechanisms for monitoring CM review meetings, CM announcements, cabinet decisions and communications from the Chief Minister’s Secretariat.
Infrastructure And Development Projects
A dedicated section will focus on infrastructure development and major projects. The dashboard framework includes monitoring of infrastructure projects worth more than Rs 30 crore.
The portal can help officials follow project progress and identify areas where implementation requires attention. The government has also been using digital monitoring mechanisms to review development projects and their timelines.
CM Announcements And Cabinet Decisions
The Sankalp system will maintain information related to announcements made by the Chief Minister and decisions taken by the cabinet, along with their implementation status.
The Bihar government’s dashboard describes CM Announcement Compliance as a mechanism to monitor the progress of announcements, while Cabinet Decision Compliance tracks cabinet decisions.
This creates a central record through which departments can report action taken on specific decisions and commitments.
Public Representatives And Citizen-Focused Modules
The portal will also include information on works taken up on the basis of letters and recommendations from public representatives, along with the action taken on them.
Other proposed modules include information related to the Tarapur Assembly constituency, applications received under the Sahyog programme and the action taken on those applications.
The objective is to bring these different categories of administrative work into a common digital monitoring framework rather than keeping progress records separately across departments.
Focus On Digital Monitoring
The Sankalp Portal is part of Bihar’s broader move towards online monitoring of government work and compliance. The state’s e-Dashboard FAQ notes that digital monitoring was introduced to address difficulties in tracking departmental compliance through traditional hard-copy records.
The new system is expected to give senior officials a consolidated view of schemes, announcements, projects and targets, while allowing departments to regularly update their progress.
The platform is therefore being positioned not simply as an information portal, but as a digital monitoring and review mechanism for government commitments and development work.
