Bharat Tiwari Encounter: How One Police Killing Sparked a Political Crisis in Bihar

Murder FIR, judicial probe and criticism from NDA leaders put the Bihar government under intense pressure.

Patna: The encounter killing of 28-year-old social activist Bharat Bhushan Tiwari in Bihar’s Bhojpur district has triggered a major political controversy, exposing divisions within the ruling National Democratic Alliance (NDA) and placing the state government under increasing pressure.

The June 17 encounter in Bilauti village has led to a murder FIR against police personnel, a judicial inquiry ordered by the government, and growing demands for accountability from leaders across the political spectrum. The case has also attracted the attention of the Bihar Human Rights Commission and reached the Supreme Court through a petition seeking a Central Bureau of Investigation (CBI) probe.

How the Controversy Began

Bharat Tiwari was killed during a joint operation conducted by Bhojpur Police and the Special Task Force (STF) on June 17. Police claimed that Tiwari opened fire on security personnel, forcing them to retaliate in self-defence. He later died during treatment at Patna Medical College and Hospital (PMCH).

However, the official version came under scrutiny after videos circulated on social media allegedly showed Tiwari throwing away his weapon and surrendering moments before he was shot. The footage triggered widespread public outrage and protests in Bhojpur, where villagers blocked the Ara-Buxar highway and accused police of carrying out a fake encounter.

Political Leaders Break Ranks

The incident has generated unusual criticism from within the ruling alliance itself.

Senior BJP leader and former Union minister Ashwini Choubey described the encounter as a “stain on democracy” and demanded strict action against those responsible. He urged Union Home Minister Amit Shah to intervene and called for the arrest of the accused officers.

Bihar Agriculture Minister Vijay Kumar Sinha, who met Tiwari’s family shortly after the incident, termed the episode “unfortunate” and said the government had taken the matter seriously.

Education Minister Mithilesh Tiwari questioned whether alternative measures could have been adopted to prevent the loss of life and said the circumstances surrounding the incident were troubling.

JDU Working President Sanjay Jha stated that videos emerging from the encounter site raised legitimate doubts and argued that suspension alone would not be sufficient if police personnel were found guilty.

Union Minister Chirag Paswan also expressed concern, saying the pain of the victim’s family should not be ignored.

On June 23, Bihar Minister Ashok Choudhary questioned the police response, stating that if Tiwari had mental health issues, authorities should have ensured a medical evaluation rather than resorting to lethal force.

Not all NDA leaders agreed. Union Minister Jitan Ram Manjhi criticised those questioning the encounter and accused some groups of glorifying a person who was carrying an illegal weapon.

Opposition Steps Up Pressure

Opposition parties have also intensified their attack on the government.

The Rashtriya Janata Dal (RJD) and Congress have formed separate fact-finding committees and dispatched teams to meet Tiwari’s family.

RJD leader Tejashwi Yadav alleged that the encounter was fake and accused the police of a pattern of extrajudicial actions. CPI(ML) leader and Ara MP Sudama Prasad described the incident as a planned killing and demanded murder charges against those responsible.

RJD MP Manoj Jha argued that policing should focus on due process rather than encounter-based approaches, while former Bihar Congress president Madan Mohan Jha said available evidence raised serious questions about the police version.

Why This Encounter Became Different

Political observers note that Bihar has witnessed 29 police encounters since November 2025, with eight alleged criminals killed. However, none generated the level of controversy seen in the Bharat Tiwari case.

Analysts cite three key reasons.

First, Tiwari was not widely known as a hardened criminal. Supporters described him as a social activist who frequently raised issues related to floods, river erosion and displacement.

Second, the viral Facebook Live video allegedly showing him surrendering weakened the police narrative that officers were compelled to fire in self-defence.

Third, questions emerged regarding the official explanation. Critics pointed out discrepancies between police claims and visual evidence, leading to calls for an independent investigation.

Caste and Political Calculations

The case has also acquired a caste dimension. Tiwari belonged to the Brahmin community, traditionally considered a core support base of the BJP in Bihar.

Political analysts believe anger within sections of the upper-caste community prompted several BJP leaders to distance themselves from the police action. With assembly elections approaching, leaders are keen to avoid alienating key voter groups.

Observers say the controversy has placed Chief Minister Samrat Choudhary in a difficult position, forcing the government to balance legal, administrative and political considerations.

Government Under Multiple Pressures

The state government has already suspended several police personnel, ordered a judicial inquiry and allowed the registration of a murder FIR against officers involved in the operation.

Political analyst K.K. Lal said the government’s changing response reflects the growing complexity of the case.

“The administration is facing pressure not only from opposition parties but also from its own alliance partners and support base,” he said.

The Bihar Human Rights Commission has sought a detailed report from the Chief Secretary and Director General of Police, with a hearing scheduled for July 13.

Meanwhile, a petition seeking a CBI investigation has been filed before the Supreme Court, raising the possibility of further legal scrutiny.

As investigations continue, the Bharat Tiwari encounter has evolved from a local police operation into a statewide political and legal controversy, with its implications likely to resonate far beyond Bhojpur district.
