Patna: The Bihar Industrial Area Development Authority (BIADA) has announced the BIADA Amnesty Policy 2025, aimed at reviving closed industrial units and reducing the burden of litigation over land disputes. The scheme will remain in force until December 31, 2025.
The policy seeks to bring unused or long-vacant industrial plots back into productive use, offering defunct units a chance to restart operations. Industries whose allotments were cancelled due to disputes, non-operation or lack of response to notices will now be given the option to resume trial or commercial production, subject to conditions such as submitting an affidavit, administrative charges, fees and a bank guarantee.
BIADA said the amnesty is designed to reduce prolonged litigation, which has been a persistent hurdle for industrial development in Bihar. Officials stressed that units opting for the scheme are expected to voluntarily take steps towards restarting or expanding production, contributing to wider industrialisation efforts.
In recent years, BIADA inspections found many units either idle or operating far below capacity, leading to multiple cancellations and subsequent legal disputes. By offering amnesty, the authority hopes to encourage industrial growth, generate local employment and save costs lost to court battles.
