Patna: The Bihar government has announced that it will distribute homestead land settlement certificates to 30,000 eligible landless families across the state on Independence Day as part of the second phase of its Abhiyan Basera programme.
Revenue and Land Reforms Minister Dilip Kumar Jaiswal said the initiative is aimed at ensuring that no eligible landless family in Bihar is deprived of the right to homestead land.
Statewide Campaign Planned
According to the minister, a special statewide campaign under Abhiyan Basera-02 will be held on August 15, during which eligible beneficiaries will receive Homestead Land Settlement Certificates.
Jaiswal said the government had already issued certificates to 71,569 eligible families under the programme, enabling them to secure legal rights over homestead land.
He added that the upcoming campaign would extend the scheme’s benefits to thousands of additional families.
Districts Given July Deadline
Revenue and Land Reforms Department Secretary Jai Singh has issued detailed instructions to all District Magistrates to implement the campaign.
District administrations have been directed to verify beneficiaries, register all newly eligible families on the Abhiyan Basera portal and complete the preparation and signing of settlement certificates by July 31, 2026.
The entire certificate issuance process will be conducted online through the portal to improve transparency and accountability, the minister said.
Distribution On Independence Day
The certificates will be distributed during district-level Independence Day celebrations or at special camps organised in the presence of public representatives and other dignitaries.
The department has instructed District Magistrates to personally monitor preparations and submit weekly progress reports to the state headquarters.
Officials said the campaign’s progress will also be reviewed every week at the departmental level.
District-Wise Targets
The Revenue and Land Reforms Department has allocated a target of distributing 30,000 certificates across all 38 districts of Bihar.
Among the highest district-wise targets are Patna (1,709 beneficiaries), East Champaran (1,493), Muzaffarpur (1,405), Madhubani (1,314), Gaya (1,285), Samastipur (1,247), Saran (1,157) and Darbhanga (1,153).
Government’s Priority
Jaiswal said securing homestead land rights for poor and landless families remained one of the state government’s key priorities.
“By providing Homestead Land Settlement Certificates to 30,000 families on Independence Day, we will add a new chapter of permanent security and dignity to their lives,” he said, adding that all districts had been directed to meet their targets within the prescribed timeline to ensure that no eligible family is left out of the campaign.
