Patna: The Bihar cabinet on Wednesday approved a series of strategic partnerships with leading technology companies, including Google Cloud India and Microsoft Corporation India, in a move aimed at accelerating the state’s digital transformation and establishing an artificial intelligence ecosystem.
The agreements, to be formalised through memorandums of understanding (MoUs) with the Department of Information Technology, form part of Bihar’s broader effort to position itself as a significant player in India’s rapidly expanding AI sector.
Officials said artificial intelligence is increasingly emerging as a transformative technology with far-reaching social and economic implications, making collaboration with global technology firms essential for strengthening innovation, governance and economic development.
Google And Microsoft To Support AI Transformation
Under the proposed partnership with Google Cloud India Private Limited, Bihar will work on building AI-enabled digital infrastructure using cloud computing, machine learning and generative AI technologies.
The collaboration is expected to support pilot projects across sectors including healthcare, education, traffic management, governance, public service delivery, tourism, smart cities, sports and financial services.
The agreement also includes plans for advanced technical training and certification programmes for government engineers and technology professionals, as well as AI-focused upskilling initiatives for students in engineering, polytechnic and medical colleges.
Microsoft Corporation India Private Limited will partner with the state to support digital transformation through responsible use of artificial intelligence, cloud computing and emerging technologies.
The company will assist efforts to strengthen digital governance, improve citizen-centric public services, promote innovation and entrepreneurship, and develop secure digital infrastructure across Bihar.

Focus On Skills, Startups And Research
The cabinet also approved partnerships with technology firms aimed at expanding AI research, skill development and startup support.
One of the proposed collaborations includes the development of a sovereign AI model tailored to local needs, alongside programmes focused on large-scale capacity building, entrepreneurship and job creation.
The state will explore the possibility of establishing an Applied AI University in Bihar as part of efforts to create a long-term ecosystem for advanced research and innovation.
Officials said the partnerships would also provide support for startup financing, mentorship and innovation-led economic development.
AI In Indian Languages And Local Governance
A key objective of the initiative is to make AI technologies more accessible to citizens, government departments and researchers.
The proposed collaborations include enabling researchers in Bihar to strengthen artificial intelligence capabilities in Indian languages and regional dialects, an area that has become increasingly important as governments seek to improve digital inclusion.
Officials said the state aims to develop locally relevant AI solutions that address governance and public service challenges through technology adapted to local languages and contexts.
The partnerships are also expected to support training programmes for government employees and the development of a local ecosystem of technology partners capable of sustaining AI-driven growth.
In addition to strengthening digital infrastructure, the state expects the partnerships to improve public service delivery, encourage private investment and create new employment opportunities in the technology sector.
The collaborations will also contribute to the formulation of a state cloud adoption policy, data governance frameworks and integrated digital citizen service platforms designed to make government services more efficient and accessible.
